Planned Parenthood of Maryland (PPM) is a not-for-profit family planning agency that provides high-quality, affordable reproductive health care for women, men, and teens. Our mission is to enable all Marylanders to have access to a wide range of high-quality, affordable reproductive health care services. We help individuals make informed decisions about their reproductive health, family planning options, and sexuality.
Under the general direction of the VP of Public Affairs, the Policy and Government Affairs Advisor works with elected officials, stakeholders and leaders across Maryland to support Planned Parenthood of Maryland’s legislative and regulatory agenda. The position will also assist Department leadership with stakeholder engagement and developing useful partnerships with relevant lawmakers, regulatory bodies and mission aligned organizations. This position will also assist with the development and implementation of advocacy strategies and will work with PPM’s 501c4 on electoral advocacy and politics.
Essential Responsibilities :
- Lead on the Local Government Affairs portfolio-strengthen and deepen relationships with local elected officials and serve as liaison to County / City Councils and agencies in each jurisdiction in Maryland
- Monitor local government activity and advise leadership on relevant policy and regulatory issues before local legislatures
- Coordinate 501c3 and 501c4 response to policy and regulatory issues including drafting testimony; comments for the record; letters of support; etc.
- Assist with drafting testimony, legislative briefings, one-pagers, policy presentations, etc.
- Manage special projects in Government Affairs (e.g. : Congressional visit and panel; draft policy platform one-pager; Lobby Day logistics; etc.)
- Assist with the development and execution of issue-based education campaigns that engage and mobilize priority stakeholder groups
- Track regulatory matters and assist VP of Public Affairs with meeting preparation
- Attend various workgroups and hearings; represent PPM accordingly
- Manage operations and admin of Policy Implementation Taskforce
Electoral and 501c4 Work :
Responsible for the administration of the 501c4’s PAC to include : managing / updating the PAC scorecard; manage PAC committee meeting; manage the endorsement processMaintains existing relationships and creates new alliances with state and local coalitions and allied organizations to strengthen visibility, credibility, and mobilization efforts.Work to deliver electoral wins for Pro-Sexual and Reproductive Health (Pro-SRH) champions so that we may secure policy wins for our organization, patients, supporters, and communitiesMobilize supporters and stakeholders to advocate for the passing of pro-sexual & reproductive health policiesEducation and Experience :
High school diploma or equivalent requiredBachelor’s degree highly preferredMinimum of five (5) years’ experience in Sexual / Reproductive Health, Healthcare Administration, policy and / or legislative affairsWell-established relationships with SRH stakeholders, related boards / commissions, and / or elected officials preferredEquivalent combination of experience, education, and / or training is acceptableKnowledge, Skills and Abilities :

Work is usually performed in an office environment, and travel between locations will be necessary. During peak activity, the position may require work in excess of 8 hours per day and / or 40 hours per week, and will involve evening, weekend and / or early morning hours. During legislative session primary work locations will be in Annapolis, MD and Baltimore, MD with occasional travel to Washington, DC.
