As a result of our rapid growth and expanding operations, we have an immediate opening for an experienced Contract Specialist. The Contract Specialist will work in a dynamic and fast-paced environment managing numerous contracts and ongoing proposal activity. This role involves interfacing with all levels of management and functions (Program Office, Finance, Operations, Engineering, Quality, etc.) within Plasan North America (PNA) as well as with our Department of Defense and commercial customers. As the Contracts Specialist you will need the knowledge, skills and experience required for effective contract administration, including negotiations and regular communication with customers and management while ensuring that contract activities are in full compliance with legal / governmental requirements (Federal Acquisition Regulations, Defense Federal Acquisition Regulations).
POSITION REQUIREMENTS (Required Tasks)
- Manage and monitor all PNA contracts including contract funding, scope changes, amendments, account receivables, delivery schedules, legal matters, etc.
- Ensure compliance with company policies and procedures, legal, regulatory and customer requirements.
- Prepare, negotiate and manage complex proposals and contracts.
- Provide guidance to Program, Engineering and Operation teams on government and commercial contracting methods for military equipment while protecting Intellectual Property rights.
- Cross functional collaboration with Program Management, Finance, Operations, Quality and Export teams.
- Review terms and conditions to address provisions and risks of financial terms, acceptance criteria, delivery requirements, warranty, intellectual property, termination provisions, indemnification and all other potential risk areas and recommend risk mitigation strategies.
- Proven ability to lead and close complex negotiations requiring Current Cost or Pricing Data and Truthful Cost or Pricing Data (formerly TINA) certification.
- Experience with agreements to support business development, program management and engineering development teams (ex. NDAs, bailment agreements, etc.).
- Strong hands-on knowledge of, and experience with, FAR and DFAR and export regulations.
- Maintain and demonstrate a working understanding of the USG acquisition and procurement environment, contracts function, adherence to company policies, commercial contracting methods, export regulations, FAR / DFAR, and other requirements.
- General understanding of pricing environment in government contracting.
- Support and lead proposals and analyze solicitations, prepare summaries with attention to financial and business risk, participate in proposal team meetings, prepare terms, conditions and assumptions, review technical and pricing bids for accuracy and consistency.
- Prepare proposal documents for submittal to customers. Coordinate with other company functions to ensure reviews are scheduled and conducted. Obtain required signatures prior to submittal of proposals or execution of contractual documents. Research and make recommendations on contract language.
- Prepare and deliver reports on contract status, metrics, and issues to management.
- Compile and maintain all required contractual records and documents per contract and company requirements. Act as the official repository for all contractual documents.
- Provide contract negotiation and administration on the complex and / or critical programs encompassing all phases of the contract life cycle (pre-proposal - contract close out)
- Serve as primary point of contact between the company and customer for contractual matters. Draft, prepare, and execute certain internal and external correspondence on contractual matters with increasing levels of autonomy.
- Support Program Manager and Finance in the timely delivery of all contractual deliverables and submission of invoices.
- Serve as backup Facility Security Officer (FSO).
- Other duties as assigned.
