People Services Director

JOB DESCRIPTION
Responsible for coordinating and directing the Co-Worker Relations programs and functions. The incumbent has primary responsibility for co-worker relations, including personnel administration, policy and procedure development, wage and salary structure development, and compliance for Human Resource functions. These functions also include responsibility for developing, interpreting, and recommending program goals and objectives, policies and procedures, and courses of action.
- Formulate and recommend program goals and objectives in all areas of co-worker relations.
- Develop, implement, and administer the co-worker relations area of the personnel program to improve co-worker relations.
- Responsible for developing an organizational focus of a family-friendly environment.
- Identify staffing and recruiting needs; develop and execute best practices for hiring and talent management.
- Collaborate with senior leadership to understand the organization's goals and strategy related to staffing, recruiting, and retention.
- Supervise and provide directions to subordinate staff engaged in developing and administering the recruitment and selection procedures and the personnel policies and procedures.
- Supervise and provide directions to subordinate staff engaged in developing and establishing in-service employee training and educational assistance programs to upgrade managerial, technical, and support-level productivity.
- Investigate problems, such as working conditions, disciplinary actions, employee and applicant appeals and grievances, according to circumstances, and provide guidance and recommendations for problem resolution to departmental officials and individuals.
- Prepare and present required and special reports.
- Develop and present the operating budget for the Human Resources Dept and, upon final budget approval, ensure that all functions operate within appropriated amounts.
- Evaluate or review evaluations of performance of all coworkers; effectively recommend hiring, promotion, termination, disciplinary, and compensatory actions of all assigned personnel.
- Supervise and direct onboarding of new employees, including determination of eligibility for hire; direct and update general orientation process for all new employees.
- Direct recruitment activities including advertising media and outreach recruitment in conjunction with HR administration and departmental leaders as needed.
- Provide high-level communication and training to director and manager-level associates regarding human resources policies, procedures, and practices.
