ROLE SUMMARY :

Public Works Operator 2 is a Laborer / Driver position and is responsible for the operation of a variety of construction and maintenance equipment and for performing manual labor activities as needed and / or required by the Public Works Department. Persons employed in this classification perform duties of a complex, diverse, and strenuous nature. Ability to undertake heavy physical labor such as shoveling asphalt or aggregate material, lifting up to 100 pounds of sacked materials, storm sewer installation asphalt installation, carpentry, masonry and equipment maintenance is required. This person also exercises a certain amount of independent judgment in the use of hand tools and equipment. Persons in this classification shall have the basic expertise to operate all Borough owned vehicles and equipment. Incumbents of positions in this series perform various manual labor tasks in support of the dig and back-fill excavation and level earth to grade; shore excavations; set and install repair signs; maintain grounds by pruning trees and shrubs, seeding lawns, etc.; perform snow removal and ice control duties; and perform related work as required.

ESSENTIAL FUNCTIONS OF JOB : (other duties may be assigned)

Cleans streets and rights-of-way of general debris.

Cuts grass and trims shrubs, trees, and other vegetation along street rights-of-way and in parks.

Patches streets and sidewalks with appropriate paving materials.

Perform various manual labor tasks requiring some specialized skills to assist in the work of skilled tradesmen and craftsmen such as carpenters, plumbers, painters, masons, etc.

Installs, repairs, and maintains signs such as regulatory, historic and information signs by performing such tasks as digging holes and installing supports using a variety of small hand and hand-held power tools.

Services and makes routine repairs and adjustments to automobiles, trucks and other motorized equipment including changing and repairing tires, replacing headlights and windshield wiper blades, testing batteries using battery tester and checking radiator water levels.

Installs attachments such as mowers, plow blades, and suction hoses to tractors and / or trucks to equip vehicles for grass cutting, roadway cleaning, snow removal, etc.

Loads and unloads trucks, unpacks and stores supplies and equipment in stockrooms, storerooms or warehouses; and takes periodic inventories of supplies and equipment.

Performs related duties such as sharpening tools, installing, repairing and painting guardrails; assisting in erecting and dismantling wall partitions; moving furniture and equipment; sweeping, collecting and removing rubbish, and opening clogged catch basins, sewer lines, etc.

Landscaping, plants, transplants, prunes, trims and fertilize trees, flowers, shrubs; seeds lawns and gardens; sprays for insects and plant diseases; performs related tasks such as cutting grass, raking leaves and water trees, shrubs and flowers as required for the upkeep and beautification of public grounds.

Storm Sewer Work :

Performs various manual tasks in connection with the installation of storm drain systems, including inlet installations and repair.

Dig trenches and similar excavations, refills excavations, spreads and levels to grade dirt, gravel and other materials using pick and shovel, restoration of disturbed areas, installation and maintenance of E & S controls.

Snow Removal :

Specific operations - operate light, medium and heavy-duty trucks with snow equipment. Must be able to work (2)two shift schedules during the months of December through March. Work under extreme and emergency conditions.

Performs various manual tasks in connection with snow removal and ice control work including shoveling snow using shovel and / or snow blower, spreading salt and sand and scraping / breaking ice to provide safe roadways and sidewalks for motorists and pedestrians.

Based on assignment, may operate light, medium and heavy-duty trucks, trailers, and snow / ice equipment.

Paving :

Sets and repairs curbing, patches broken or eroded pavement by breaking surface and mixing and applying a variety of paving materials such as hot mix and cold mix asphalt, crack sealing, concrete etc. using small hand and handheld power tools to maintain roadways and sidewalks in safe condition.

Operate tools, equipment, and vehicles to perform Public Works duties :

Operate a variety of tools such as a jackhammer, tamper, lawn mower mechanic and carpentry tools.

Operate light utility vehicles.

Operate dump trucks when necessary.

Perform clearing and cleaning tasks :

Clean drainage facilities of debris.

Clean garage areas and park facilities, as well as clean up litter and empty trash cans.

Clean light and heavy equipment used in the maintenance of streets.

Assist in safety-keeping measures :

Acts as a flagger to alert traffic and protect crew.

Inspect and repair equipment as required by department procedures.

OTHER DUTIES OF THE JOB :

Additional tasks as requested by the Director of Public Works and DPW Supervisors.

Occasionally complete activity reports.

Ability to make and keep legible records of daily work reports and work orders.

Ability to read and comprehend simple instructions, short correspondence and memos, Ability to write simple correspondence, Ability to effective present information one-on-one and in small group situations to customers, clients, and other employees of the Borough.

Ability to exercise a certain amount of independent judgment in the care and use of Borough vehicles and equipment.

Perform routine and daily maintenance, service checks and cleaning of specified Borough vehicles and equipment.

Knowledge of the component parts and operating principles of automotive and heavy equipment

Knowledge of the occupational hazards and safety precautions necessary to perform the work.

Additional functions related to job assignment.

Must represent the Borough in a professional and positive manner.

SUPERVISION RECEIVED FROM :

Supervision is typically received from the Director of Public Works.

WORKING CONDITIONS TYPICAL OF THIS POSITION :

While performing the duties of this job, the employee regularly works in outside weather conditions. The employee frequently works near moving mechanical parts and is frequently exposed to wet and / or humid conditions and vibration. The employee occasionally works in high, precarious places and is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and risk of electric shock. The noise level in the work environment is often loud, due to equipment and traffic noise.

PERSONAL PROTECTIVE EQUIPMENT TYPICAL OF THIS POSITION :

Safety glasses, ear plugs, reflective clothing, steel-toed boots, and other safety equipment are often required.

QUALIFICATIONS :

High school diploma or GED equivalent

Three (3) years' experience in performing manual labor in connection with Public Works general construction or maintenance work.

Skill in using small hand tools such as pliers, hammers, screwdrivers, wrenches, etc.

Skill is using hand-held power tools such as drills, chain saws, etc.

Skill in using a variety of motorized equipment such as snow blowers, lawn mowers, forklifts, dollies, etc.

Ability to follow oral and written instructions.

Ability to work in a team setting.

Ability to lift and carry heavy objects.

Ability to stand for prolonged periods of time.

Ability to climb and work from ladders and scaffolds.

Manual dexterity.

Physical stamina and endurance.

LICENSES, REGISTRATIONS AND CERTIFICATIONS :

Possession of a current and valid Pennsylvania CDL Class "A" is required.
