The People Strategy and Operations Manager will oversee the operations, Leave administration and administrative functions of the People Strategy and Operations (PSO) department, ensuring alignment with the organization’s annual objectives. This role emphasizes managing operational and administrative tasks, fostering a collaborative and high-performance work environment, and driving initiatives to enhance organizational effectiveness within those areas.
Plymouth Housing is a nonprofit organization that develops and operates permanent supportive housing for single adults who have experienced chronic homelessness. With apartment buildings throughout King County, Plymouth is helping the most vulnerable members of our community leave homelessness behind forever. At Plymouth, we’re not simply trying to get people off the streets. We provide supportive services like case management and health care so that our residents can thrive long-term. As part of our strategic vision, we are building internal behavioral health services and transforming our systems to address rapid growth and the changing needs of residents.
WHAT YOU CAN EXPECT TO BE DOING IN THIS ROLE AT PLYMOUTH HOUSING
Operations:
- Oversee daily PSO operations and ensure efficient processes.
- Implement and manage PSO policies and procedures.
- Serve as the primary contact for employee questions and manage the employee/HR inbox.
- Administer employee benefits programs and maintain personnel files.
- Manage employee offboarding processes and HR-related documentation.
- Oversee the HRIS (ADP) system and support payroll administration.
- Develop and implement process improvements.
Leave Management:
- Coordinate and administer leaves of absence.
- Provide guidance to employees on leave options and ensure timely documentation.
- Maintain accurate files related to leaves of absence.
Reasonable Accommodations:
- Analyze and manage requests for reasonable accommodations.
- Provide guidance on the reasonable accommodation process.
- Maintain accurate files related to reasonable accommodations.
Compliance and Reporting:
- Ensure compliance with labor laws and organizational policies.
- Prepare and submit required HR reports.
- Conduct regular audits of HR processes and records.
Compensation and Benefits:
- Support the administration of compensation programs.
- Manage and administer employee benefit plans.
- Lead the planning of total compensation strategy.
- Conduct benchmarking studies to ensure competitiveness.

QUALIFICATIONS
- Bachelor’s degree in Human Resources, Business Administration, or related field or equivalent experience.
- Minimum of 5 years of experience in HR operations and administration.
- Proven experience in managing HR processes and systems.
- Proven experience with benefits and leave management.
- Experience with ADP is required.
- Experience with ADP is required.
- Experience working with Unions.
- HR certification (e.g., PHR, SHRM-CP) is a plus.
