Job Title : Construction Manager (OAR II)

Position Overview :

PMCS Group is seeking an experienced Construction Manager (OAR II) to oversee and manage large-scale construction projects for the modernization and construction of educational and commercial / public agency facilities. The ideal candidate will have over 15 years of experience in construction and / or project management, with at least 5 years of coordinating complex projects with values exceeding $20M.

Minimum Qualifications :

  • 15 years of full-time, paid professional experience in Construction and / or Project Management of Commercial or Public / Educational Facility Construction.
  • 5 years of experience with full responsibility for coordinating complex projects with values exceeding $20M.
  • Bachelor’s degree in Architecture, Engineering, or Construction Management (or related field) from a recognized college or university.
  • Bachelor’s degree in any field with the ability to complete the Certified Construction Manager (CCM) credential within 1 year of employment.
  • Possession of a valid Certified Construction Manager (CCM) credential, which may substitute for required education.
  • Hands-on leadership experience in the construction and modernization of educational or large commercial / public agency projects.
  • Mastery in partnering while enforcing contracts and managing project teams, contractors, and consultants.

Preferred Qualifications :

  • Design-Build Experience.
  • Leadership in Energy and Environmental Design (LEED) or Collaborative for High Performing Schools (CHPS) project experience.
  • Experience with Division of the State Architect (DSA) construction / design processes.
  • OSHA Safety Regulations (OSHA 30 minimum).
  • Registered Architect or Professional Engineer in California.
  • Certified Construction Manager (CCM) by CMCI.
  • Key Responsibilities :

  • Oversee and manage all phases of pre-construction, bid, award, construction, and close-out for assigned projects.
  • Coordinate with public agencies and District staff to comply with all off-site work requirements.
  • Manage project budget, schedule, and ensure they align with District standards.
  • Review contractors' construction schedules and submittals, ensuring that all project milestones are met.
  • Manage change orders, schedule impacts, and negotiate fair pricing with contractors.
  • Coordinate the delivery of related fixtures, furniture, and equipment.
  • Lead the project team, ensuring efficient communication and problem-solving across all stakeholders.
  • Monitor and manage the project’s financial close-out and certification with the Division of State Architects (DSA).
  • Perform other duties as assigned.

    Design-Build, Pre-Construction, Construction Management, OSHA 30, Budget Management, Verbal and Written Communication, Problem Solving, Long Range Planning, Staffing, RFI / Submittals, Life Cycle, Environmental Design.

    Secondary Skills :

    CCM, LEED, BIM, DSA, Change Order, CHPS.
