Position Title: Project Manager, Black Equity Coalition (BEC) and Data Justice Working Group (DJWG)

Type: Full-time (Hybrid)

Reports To: Managing Director, BEC

COMPANY OVERVIEW

The Black Equity Coalition (BEC) is a fiscally sponsored program of POISE Foundation. The Mission of the BEC is to support equitable systems that advance justice and affirm the dignity of every human being by building and strengthening strategic collaborations and networks through advocacy. To achieve this, the BEC utilizes the expertise of social scientists, physicians, health care professionals, epidemiologists, public health practitioners, funders, government officials, business and education leaders, researchers, and community advocates to address inequities that structural racism and oppression have on the health, well-being, growth, and economic stability of the Black community.

In addition to the project management duties associated with the BEC, this position will be responsible for administering and coordinating the Data Justice Working Group (DJWG) and the initiatives under the Made for Data Justice grant from the deBeaumont Foundation. The Project Manager will work closely with working group leaders and its members.

RESPONSIBILITIES AND DUTIES

The primary responsibilities include project management, fundraising, and administrative support for the BEC and the DJWG grants and initiatives. Additionally, this position will enable the BEC DJWG to advance its mission of providing, analyzing, and advocating for data to improve health outcomes and reduce inequities experienced by Black residents in Allegheny County. The Working Group members envision a public health and civic data ecosystem where systems, institutions, and individuals use data to improve Black communities' quality of life and well-being. Data systems should be designed on anti-racist principles and be equitable and just. We value transparency, holding people, institutions, and systems accountable, taking action, acting with integrity, and encouraging public participation in data system design and data use.

Responsibilities by Time Allocation are as follows:

1.

· Develop and manage comprehensive project plans, ensuring alignment with organizational strategy, commitments, and objectives. Oversee the execution, monitoring, and successful completion of projects within scope, timeline, and budget.

· Establish and maintain project workflows, optimizing operational processes to support the Managing Director, BEC Staff, and BEC Huddle Members. Ensure effective resource allocation and risk mitigation strategies.

· Facilitate cross-functional collaboration by coordinating with the BEC team to proactively address challenges, implement corrective actions, and recommend policy and procedural improvements. Continuously evaluate and refine implementation strategies to enhance team performance.

· Lead proposal development by supporting the creation of project budgets, funding applications, and impact reports, ensuring alignment with organizational goals and stakeholder expectations.

· Oversee financial management processes, including tracking, managing, and submitting vendor and subcontractor invoices for payment while maintaining budgetary controls.

· Administer and streamline grant invoicing processes, ensuring timely and accurate submissions while maintaining compliance with funding requirements.

· Monitor and manage grant lifecycles, maintaining accurate records and processing required documentation to meet reporting and compliance standards.

· Ensure regulatory compliance by staying informed of government regulations on nonprofit organizations and implementing necessary controls to uphold compliance.

  • Facilitate and manage meetings and activities of the DJWG, ensuring effective collaboration and progress tracking.
  • Streamline communication and reporting processes among core project partners, DJWG members, and funders, ensuring alignment with reporting requirements and coordination efforts.
  • Oversee administrative operations to support project execution, including managing stipends for community participants, scheduling meetings and facilities, coordinating site visits, and ensuring leadership directives are effectively implemented.
  • Support the execution of the communications strategy by assisting the BEC Communications Manager in maintaining and refining the plan to enhance stakeholder engagement.
  • Lead stakeholder engagement efforts by managing and coordinating CDJC members, working closely with project partners to design and execute impactful workshops.
  • Plan, execute, and facilitate public meetings and engagement initiatives, ensuring broad community input is integrated into the deliberative process.
  • Collaborate with the Communications Manager to develop and disseminate content for stories, blog posts, social media, and other communication channels, ensuring alignment with the strategic communications plan.
  • Monitor, track, and assess initiatives related to participatory data governance, ensuring Pittsburgh’s efforts remain visible to funders, the funding cohort, and national and international audiences.
  • Define key performance indicators (KPIs), track progress, and analyze data to measure the success and impact of the initiative, using insights to drive continuous improvement.
  • Coordinate and implement neighborhood-level data literacy and planning initiatives in collaboration with project partners, empowering residents to collect and use data effectively. Facilitate coordination with the Larimer Consensus Group and community participants.
  • Contribute to sustainability efforts by supporting proposal development and fundraising initiatives to secure ongoing project funding, ensuring long-term impact.
  • Develop and submit funder reports in collaboration with the BEC Managing Director, ensuring compliance with funder requirements and participation in necessary processes set by PHII and its partners.
  • Manage and coordinate all project activities, ensuring alignment with leadership directives, timelines, and strategic priorities.

ESSENTIAL SKILLS, KNOWLEDGE & ABILITY:

  • Bachelor’s Degree, with at least 3 years work experience. Master’s Degree Preferred but not required.
  • Project Management Certification (preferred)
  • Ability to multi-task in a fast-paced environment
  • Extremely organized and self-motivated
  • Detail-oriented, self-motivated, and can persevere when faced with a challenge.
  • Willing to take direction and ask thoughtful questions
  • Experience working in a matrix environment, coordinating among many different partners, and navigating varied organizational and community contexts required for success.
  • Effective listener and communicator, are ready to learn, and comfortable helping people find consensus through a decision-making process
  • Experience in creating and modifying documents in Google Drive
  • Understanding of the concepts of institutional and structural racism and bias and their impact on underserved and underrepresented communities.
  • Because there will be extensive engagement with members of the Pittsburgh community, the person hired for this position will need to be based in Pittsburgh.

POSITION FRAMEWORK:

This initiative is part of a Community Data Justice Collaborative (CDJC). This deliberative body engages in decisions made by the City of Pittsburgh regarding data and technology co-designs databases, data systems, data standards, processes, and policies that will serve as the foundation of the City’s emerging data governance process. This position will build inclusive data governance practices in the early and late stages of the data life cycle. The Project Manager oversees the Neighborhood Partner Project using data from neighborhood residents to develop and implement a plan for improving community health that incorporates data literacy opportunities and personal expression.

This initiative’s work will be guided by a planning team that consists of the BEC, public health experts at the University of Pittsburgh, UrbanKind Institute (UrbanKind), the Western Pennsylvania Regional Data Center (WPRDC) at the University of Pittsburgh, the Community Robotics Education and Technology Empowerment Lab at Carnegie Mellon (CREATE Lab), and the City of Pittsburgh. These organizations collaborated through the BEC’s Data Justice Working Group when the pandemic began and continue to partner.

BEC Organizational History:

Initially focused on responding to COVID-19, the Coalition quickly realized that the pandemic’s disproportionate impact on the health, well-being, and economic stability of people of color highlighted the need to address institutional racism and structural impediments that continue to plague Black, undervalued, and underserved communities. Thus, the Black COVID-19 Equity Coalition committed to working on matters of racial equity beyond the pandemic’s eventual end and became the Black Equity Coalition.
