Essential Tasks::
- Manage daily operations of the department, including quality and quantity of work, planning, scheduling, goal setting, and issuing written and oral instructions.
- Perform quality review of work done by senior IG staff (auditors and investigators).
- Work with senior IG staff to develop audit programs and procedures to be performed, including risk assessment, process analysis, and control evaluation.
- Work with senior IG staff to develop investigative plans and procedures to be performed for investigative assignments.
- Coordinate with the manager to establish departmental goals, targets, activities and schedules.
- Assist senior IG staff in performing audits and investigations, as needed
- Review working papers prepared by senior IG staff and provide feedback as to corrections or addditional work needed in order for work to meet professional standards.
- Review audit and investigative reports prepared by senior IG staff, including those of a complex nature, and provide feedback as to corrections or additional work needed for reports to meet professional standards.
- Assist external auditors with year-end financial audit.
- Work independently, or with a team in a manner conducive to full performance and high morale.
- Analyze and interpret accounting and technical data, to devize audit procedures and techniques.
- Exercise good judgment and discretion in making sound auditing decisions, identify sensitive issues and facilitate communications in a proactive manner.
- Multi-task as needed to achieve the audit objectives within projected time budget and budget constraints while ensuring quality and exceeding client expectations.
- Must independently visit other locations in the county. No company transportation is provided, so must have own method of transportation.
- Perform related work and assist in training other team members as assigned.
Minimum Skills / Qualifications::
- Years of direct audit experience. Other degrees may be considered based on candidate's experience.
- Preferred current credentials (or commit to obtaining within 2 years): Certified Public Accountant (CPA), Certified Fraud Examiner (CFE), Certified Internal Auditor (CIA), Certified Information Systems Auditor (CISA), or Certified Government Finance Officer (CGFO).
- Minimum of 2 years auditing or governmental accounting experience is preferred.
- Minimum of 2 years experience in supervising audit staff.
- Knowledge of auditing theory, principles, practices and methods of governmental accounting.
- Knowledge of investigative theory, principles, practices, and techniques.
- Ability to work effectively with people and exercise good judgment in evaluating situations and making decisions.
- Proficiency with sophisticated computer application software, including development of customized spreadsheets, use of electronic audit workpapers, data bases and word processing.
- Ability to research and understand statutes, policies and manuals to ensure compliance in governmental accounting.
- Ability to manage multiple tasks and changing priorities while meeting critical deadlines.
