MAJOR FUNCTIONS
Performs public contact work by responding to fiscal inquiries related to code enforcement cases, transmitting information, processing payments and routing requests. Communicates directly with the public, supervisors, and internal staff. Performs secretarial, financial, and clerical work as required.
ILLUSTRATIVE DUTIES
Answers the division’s finance phone line, general information questions or transfers call to appropriate staff, performs fiscal work and data processing of financial information, responds to financial inquiries such as pay-offs as requested, takes payments from the public, and performs quality control work. Assists walk in customers needing financial services. Receives and appropriately refers complaints and service requests according to established office procedures and provides information as appropriate.
Operates a multi-line push button telephone. Receives and appropriately handles and/or refers inquiries received via telephone or in person from the public regarding division fiscal activities or requesting service. Performs multi-tasks simultaneously and accurately, such as listening, communicating, and data entry. Receives and appropriately expedites complaints received via telephone, in person, or in writing according to established procedures.
Performs fiscal work which follows established procedures. Assists by copying, distribution, customer notification, mailing, invoicing, preparing paperwork for management staff, and any follow-up actions. This may include maintaining files, preparing liens and satisfactions, database entry, posting payments from Tax Collectors reports. Assist customers with payment plan options and set-ups. Processes divisions financial mail and responds to the division’s accounts and receivable email box. Performs other record keeping duties using personal computers, facsimile machine, calculators, copy machines, and other general office equipment. Files/scans documents, mail, forms. Maintains records for salvage yard fee payments and city billings for code services. Completes and prepares memorandums, reports, letters, forms, statements, as directed. Assists Vendor Coordinator by auditing invoice packets from abatement vendors before payment can be issued.
Deals with the public via telephone according to procedure, takes payments, transfers calls, provides information and/or responds to inquiries as directed. Uses independent judgment and/or makes necessary follow-up calls. Assists in answering all staff telephone calls.
Prepares and disseminates routine notices and invoices. Posts data, fiscal and other record keeping information. Prepares and receives reports for verifying, correcting and updating information entered the Accela database. Performs other related duties as assigned.
KNOWLEDGE, ABILITIES, AND SKILLS
Some knowledge of the functions of the organization or division to which assigned, and of office procedures and practices. Knowledge and ability to use a personal computer, computer terminal, and various software and database information learned from manuals and on-the-job training.
Ability to learn the use of the equipment and terminology used within this work unit. Ability to learn assigned fiscal tasks of office assigned and adheres to prescribed routines. Ability to understand and follow oral and/or written instructions. Ability to learn and maintain a filing system. Ability to deal courteously and effectively with the public, officials, and other employees. Ability to answer multi-line telephone.
Knowledge of English, spelling, and basic mathematics.
Must be able to move intermittently throughout the workday. Must be able to operate a motor vehicle. Must be able to cope with the mental and emotional stresses of the job and deal with conflict in an appropriate manner.
MINIMUM QUALIFICATIONS
Graduate of an accredited high school or possess an acceptable equivalency diploma and have a minimum of three (3) years of clerical/fiscal office experience which included dealing with the public in a customer service capacity.
Must be able to type a minimum of 35 CWPM with a maximum of 10 errors. Must be able to utilize all features afforded by word processing or other required software and CRT equipment utilized.
Must have a valid driver’s license and be able to secure a valid Florida driver’s license at the time of employment. A comparable amount of related training and experience may be substituted for the minimum qualifications.
Must have a general working knowledge of how to navigate the Polk County Property Appraiser and Tax Collector websites, as well as familiarization in working with Tax Deed transactions.
SPECIAL PREFERENCES
- Experience in one or more areas of customer relations, customer service, and spreadsheets.
- Experience using Accela Software
- Bilingual, English & Spanish, both written and spoken
- Current State of Florida Notary
SPECIAL REQUIREMENT
This position shall be required to report for work when a declaration of emergency has been declared in Polk County.
