MAJOR FUNCTION

Performs administrative work and support services for Veteran Services Officers and the Division. Work requires extensive public contact and tact. Position performs basic intake screening of veterans and the dependents or survivors to determine benefit needs, benefits eligibility under various federal and state statutes. Position schedules, appointments, and response to requests for available information. Responsibilities also involve researching and compiling data, preparing reports, and maintaining data bases.

ILLUSTRATIVE DUTIES

Assists customers and potential clients in-person and over the phone conducting personal prescreening for eligibility and service needs; makes appropriate referrals; assists Veteran Services Receptionist in making appointments with Veteran Services Officers; assists eligible veterans and family members with completing statements and forms and applying for access to e-benefits.

Assist Veterans Services Officer’s with coordinating services with the Department of Veteran Affairs, state, county, and nonprofit organizations for eligible veterans, family members, and surviving spouses.

Maintains comprehensive and current knowledge regarding federal regulations, directives, policies and changes and veteran issues and concerns; attends training workshops and seminars.

Establishes and maintains a comprehensive filing system for administrative and general records.

Maintains various data bases; and performs data entry in multi-application computer programs.

Composes, types, and edits routine correspondence, emails, forms, reports, memos, articles, and other documents.

Performs administrative duties including written reports, memorandums, letters, and electronic correspondence, interaction with vendors, and communication through telephone and meetings.

Provide exceptional customer assistance, problem-solving by all forms of communication.

Perform related duties as required.

Participates in the County’s Disaster Preparedness Plan as required.

KNOWLEDGE, ABILITIES AND SKILLS

  • Knowledge of the laws, rules and regulations governing veterans benefits under federal and state statutes.
  • Ability to establish and maintain an effective working relationship with veteran’s agencies, veterans, their widows/dependents, and the public.
  • Ability to communicate clearly and concisely both orally and in writing.
  • Must possess typing skills and be computer literate in an MS Windows environment.
  • Must be proficient utilizing document management software and video conferencing software.
  • Ability to utilize computer-based programs such as Adobe Pro and VetPro.
  • May be required to lift, move, or maneuver equipment and/or supplies that weigh up to thirty (30) pounds.

MINIMUM QUALIFICATIONS

  • Graduate of an accredited high school or possess an acceptable equivalency diploma and have Two year of experience in customer service or related field, or an equivalent combination of training education and experience.
  • Must be a veteran who served in the active military, naval, air, or space service, and who was discharged or released therefrom under conditions other than dishonorable as defined in Title 38, U.S.C.
  • Must have a valid driver’s license and be able to secure a valid Florida driver’s license at the time of employment within this classification.

SPECIAL REQUIREMENTS

Florida Statute chapter 292.11 requires that, upon appointment, the employee will be required to attend the Veterans Service Officer training course and must successfully pass the course test to receive Florida Department Veterans Affairs (FDVA) accreditation and obtain access to the Veterans Benefits Management System (VBMS)for the county in which they are to serve.

The certification is issued by the Florida Department of Veterans Affairs. Polk County employees must pass the examination during the initial six (6) month probationary period or may be subject to termination.

Must attend periodic training refresher courses and successfully complete the courses as a condition of remaining in employment as a county Veterans Services Officer to include accreditation course examinations administered by national service organizations.

Must be able to provide own daily transportation and have a minimum of personal injury protection (PIP) insurance required to perform daily work assignments.

Must be available to work in various locations throughout Polk County.

Applicants for this position must furnish proof of claim (DD214) for veteran’s preference consideration prior to closing date of posting.

This position shall be required to report for work as directed when a declaration of emergency has been declared in Polk County.
