MAJOR FUNCTION
This is a highly responsible position that encompasses all aspects of the Utilities Division safety program. Specific responsibilities include:
- Development, implementation, and administration of safety related policies, procedures, practices, and strategies to increase workplace safety and to identify and mitigate risks.
- Responsible for the planning, oversight, direction and execution of complex work and management of staff supporting safety and risk management.
- Supports the Utilities Division by reducing injuries and improving overall safety performance.
- Evaluates all work areas to ensure operational safety and risk mitigation through a strategy of planning, monitoring, communication, and safety training.
- Identifies training safety and risk training needs and identifies or develops training programs for staff.
- Implement and administer safety incentive program.
- This position will be responsible for coordinating the Utilities division emergency response efforts.
- Has safety authority over all Polk County Utilities employees.
This position reports to the Operations Manager and serves as a liaison to the Risk Management and Emergency Management Divisions.
ILLUSTRATIVE DUTIES
- Work with Utilities Operations Managers to instill and manage a safety-first culture.
- Coordinates with management and employees to analyze training needs and areas for performance improvement and recommends preferred methods of mitigating hazards in the workplace.
- Coordinates with management to identify training needs and develop or contract safety training programs.
- Develops, schedules, coordinates, supervises, conducts, and tracks the Utilities Division safety training activities. Prepares, distributes, and maintains training records/certificates of completion.
- Reviews accidents/incidents, workers compensation reports, and liability accidents. Uses data to identify trends and recommend corrective action, including recommendations for improved safety practices, correct operation of equipment, accident/incident-specific related training, and /or implements procedures to prevent recurrence.
- Develops safety standard operating procedure (SOP) documents, Work Permits, and PCU ESWP (electrical work practices) for a variety of divisional activities.
- Responsible for developing and/or implementing training programs for mandated safety and health requirements such as blood bore pathogens, confined space entry, lock out/tag out, electrical safety, forklift operation, chemical handling, chemical spill response, warehouse safety, personal protection (heat exhaustion and heat stroke, CPR, fall protection, personal protection equipment, ergonomics), trench safety, emergency response, other programs as identified.
- Evaluates workspaces for specific training and safety needs, such as response to chemical spills, or other potential workplace hazards.
- Acts as the lead of the Emergency Operations Center (EOC) for activities to include responding to the EOC during emergency activations. Ensures staff are trained for EOC activation and represents the Utilities Division at events and meetings.
- Develop written standard safety operating procedures and policies to ensure compliance with county policies and to reduce and/or minimize incidents.
- Establish and conduct periodic safety/security inspections of Utility facilities and prepare reports for management with recommendations for corrections or improvements.
- Conducts a “Utilities New Employee Orientation” to introduce safety/security awareness.
- Provide driver safety training as recommended by the Utilities Division.
- Prepares safety budget based on an evaluation of needs, industry trends, and data evaluation.
- Maintain education level to keep abreast of the updates in regulations including but not limited to OSHA, DOT, NFPA, NIOSH and ANSI, as it pertains to the Utilities Division.
- Conduct worker observations/inspections for personal protective equipment compliance and safe job procedures.
- Responsible for testing work areas as needed for noise, toxic and other hazards, using the industrial standard monitoring equipment.
- Facilitates a Division Safety Committee.
- Represent the Utilities Division at interdepartmental and intergovernmental meetings and represent the Utilities Operation Manager and Utilities Director as required.
- Stay current on modern safety principles and methods.
- Attends conferences, seminars, and training programs to stay current on safety programs. Performs other related duties as assigned.

- Have the managerial/operational skills in building commitment in efficiency, effectiveness and service delivery of the Utilities Safety Program.
- Highly visible role that requires sound ethical and professional conduct. Must have leadership qualities that will support and facilitate the departments’ success in a safety-first culture. Must have knowledge of Utilities Asset Management programs such as HachWIMs.
MINIMUM QUALIFICATIONS
Graduate of an accredited four (4) year university with a bachelor’s degree in health and safety, environmental sciences, or related field and a minimum of five (5) years of experience in safety and security training, accident prevention, equipment investigation in utilities or industrial occupational safety, and two (2) years of supervisory experience.
OR
Graduate of an accredited two (2) year university with an associate’s degree in health and safety, environmental sciences, or related field and a minimum of seven (7) years of experience in safety and security training, accident prevention, equipment investigation in utilities or industrial occupational safety, and two (2) years of supervisory experience.
AND THE FOLLOWING:
One (1) year experience operating Windows Office including Excel, Word, and Power Point.
Must not have had a preventable crash or a moving violation within twelve (12) months prior to making application.
Must have a valid driver's license and be able to obtain a valid Florida driver's license at the time of employment within this classification.
A comparable amount of training and experience may be substituted for the minimum qualifications, except for the degree requirement.
SPECIAL REQUIREMENT
This position shall be required to report for work as directed when a declaration of emergency has been declared in Polk County.
SPECIAL PREFERENCE
At least four (4) years of experience in the Utilities field.
Possess the following certifications / documented training:
- Certified Smith System Instructor
- Experience with CMMS/Lucity program
- OSHA Outreach Trainer for General Industry and / or Construction
- Certified Professional Safety Management through the National Safety Council
- Certified CPR Instructor
- FEMA training requirements for EOC operations during emergencies.
