Custom Job Purpose :
This position exists to perform responsible work in the short and long range facilities capital improvement plans and the coordination of those plans with other district departments and affected municipalities.This position is also responsible for directing studies related to student enrollment growth, school site selections, and inter-local government planning.
Essential Functions of this Job
Manages and evaluates all facilities planning tasks in coordination with other district departments and affected municipalities. Serves as liaison to municipalities, county, development community and all other stakeholders in matters concerning school capacities and enrollments and the potential impact of proposed growth or decline in enrollment. Serves as ex-officio planning official on planning boards throughout the district. Responsible for the timely submission of statutory required documents / reports to the Department of Education to include, but not limited to, the Five-Year Program of Work, Educational Plant Survey and Florida Inventory of School Houses (FISH).
Researches, analyzes and reports data essential to the long-range planning process to all stakeholders. Oversees the coordination of school siting. Produces Facilities Program reports to be used by architects in design development.
Analyzes, develops, and maintains all aspects of enrollment and population growth studies and coordination of plans to meet the projected enrollments. Coordinates the involvement of state, county, and municipal planning agencies into such studies. Accumulates data from various School Board divisions and incorporates the data into recommendations for future facility needs. Serves as a resource for District for all matters related to proposed or needed legislation in the areas of inter-local planning requirements, Comprehensive Emergency Management Planning as it pertains to School Board Operations, and other matters related to school board planning and inter-local planning requirements. Manages the School Board#s Local Mitigation Strategy component in coordination with the County#s Emergency Management Division. Oversees School Board facilities that are designated emergency shelters. Analyzes proposed legislation in these areas to determine the impact on the district. Coordinates site selection activities under the Inter-local agreement. Develops automated analyses processes to include the utilization of Geospatial Information Systems (GIS) and provides analytical and graphical reports to the staff as required. Responsible coordinating the placement and relocation of portables on school sites. Manages Lease and easement agreements.
Coordinates with the Senior Director in advising the Attendance Boundary Committee by drafting reports and analysis demographic data. Provides updated project information and generated sales tax revenue to the Sales Tax Oversight Committee. Assists in creating meeting agendas, times, locations for the Sales Tax Oversight Committee as well as community outreach. Coordinates with the Pedestrian & Bicycle Safety School Committee in identifying potential projects to enable safe pedestrian and motorist mobility. Provides statistical analysis to the School District Charter Review team to assist with new charter and charter renewal applications.

Knowledge, Skills and Abilities :
Good oral and written communication, decision making, critical thinking and organization skills. Knowledge of current laws and proposed legislation as it relates to educational facilities. Familiarity with State Requirements for Educational Facilities (SREF). Experience with a personal computer, software and internet research. Ability to supervise assigned personnel. Skilled at maintaining a working relationship with school personnel, architects, engineers, contractors and other governmental agencies. Ability to work independently to carry out assigned tasks. Ability to perform duties with a professional work ethic. Able to maintain confidentiality. Bilingual / biliterate preferred.
Education, Experience and / or Certification / License Requirements
Graduation from an accredited college or university with a Bachelor's degree ( Master#s preferred) in urban planning, business administration, public administration or a related field and at least five (5) years experience in facilities planning. Experience should include scheduling, accounting and budgetary oversight.
