What are the responsibilities and job description for the DIRECTOR OF COMPLIANCE AND RISK MANAGEMENT position at Polk County?
Under administrative direction of the County Administrator, performs highly responsible supervisory and administrative work in directing the operations of the county-wide compliance, policy, and risk management.

- Serves as the key staff advisor to the Board of Supervisors on matters relating to personnel administration, ensuring compliance with applicable laws, policies, and regulations; provides guidance on risk management and recommends appropriate policies and procedures to implement the directives of the Board of Supervisors.
- Conducts or directs comprehensive research, audits, and policy analysis to develop policy development options and recommendations to support the decision-making process of the Board of Supervisors and county-wide leadership teams.
- Leads the development, review, and refinement of new or revised compliance-focused county-wide policies, emergency initiatives, and special projects.
- Conducts special projects as assigned; prepares detailed and actionable written reports for management review; delivers clear and compelling presentations to the Board of Supervisors, Elected Officials, Department Heads, County staff, and the general public
- In coordination with the Risk Management Committee, develops, plans, implements, and manages a County-wide self-insured and self-administered risk management and loss prevention program; provides professional oversight in regulatory compliance, risk mitigation, and process improvements in areas such as risk control, risk financing, insurance administration, workers’ compensation administration and claims management. Develops risk management procedures and programs to reduce loss, liability, or risk exposures and protect the County from unplanned or uncontrolled losses; regularly evaluations the effectiveness of risk management initiatives and implements corrective actions as needed; ensures provision of funds to meet losses, provides sound fiscal monitoring of the risk management reserve fund, and routinely monitors the effectiveness of the risk management program. Provides oversight of RFP process and selection of external providers.
- Analyzes and advises management on new laws, decisions, regulations, and proposed legislation; collaborates with legal counsel to ensure that policies and practices remain legally sound, enforceable, and aligned with regulatory standards. Provides training and capacity-building initiatives for staff to enhance understanding of compliance requirements, risk management strategies, and procurement protocols.
- Prepares the department's budget and strategic plan; manages the department's budget; controls expenditures and monitors progress toward achievement of strategic goals.
- Works with external advisors and internal offices to coordinate all bond sales; serves as Compliance Officer responsible for post issuance compliance on tax exempt bonds.
- Performs related duties as required.
- Thorough knowledge of federal, state, and local laws, regulations, administrative rules, and guidelines including, but not limited to insurance regulations, self-insured principles and reserve management, workers compensation, contract management, and enterprise-wide policy and compliance.
- Thorough knowledge of the principles and practices of public sector risk management.
- Thorough knowledge of methods and practices of loss trending, risk forecasting, risk transfer, risk financing, risk control, and risk assessment and analysis.
- Thorough knowledge of OSHA regulations and other federal or state laws, rules, and regulations pertaining to municipal risk exposures.
- Knowledge of strategic planning principles procedures and practices.
- Knowledge of the current principles and practices of effective supervision.
- Knowledge of modern management techniques and principles.
- Excellent verbal and written communication skills.
- Strong leadership and decision-making skills.
- Ability and skill to plan, organize, direct, and coordinate the activities of professional and administrative support personnel.

- Bachelor’s Degree in Public Administration, Business Administration, Risk Management, or a related field, and
- Ten years of related experience leading in policy development, risk management, and/or enterprise procurement and purchasing, or
- Any equivalent combination of training and experience that will have provided the required knowledge, skills, and abilities.
- Graduation from an accredited law school and licensure to practice law in the State of Iowa is preferred.
