Position Summary
Supervises the activities of the Dispatch Center. Devises, plans, and assigns work schedules of
Telecommunication Officers to provide adequate staffing of the 24/7 Dispatch Center. Serves as
the National Crime Information Center (NCIC) Terminal Agency Coordinator (T.A.C.). Trains
Dispatch Center and Police department personnel in proper use in the Texas Crime Information
Center and National Crime Information Center databases. Assists in training of Dispatch Center
personnel. Assumes role as Telecommunications Officer, as needed.

personnel. Assumes role as Telecommunications Officer, as needed.
Key Responsibilities/Duties
- Supervise day-to-day activities of the Dispatch Center; assure subordinates are following proper procedure and guidelines, effectively communicating corrective actions when needed
- Devise work schedule for Police and Fire Dispatchers to cover shifts 24 hours per day
- Plan, organize, coordinate, and schedule work assignments and personnel in the police and fire dispatch center and other assigned areas
- Develop and implement procedures/checklists/protocols for emergency dispatch responses
- In the absence of the CAD/RMS Administrator, resolve time sensitive CAD issues or open record requests
- Develop and implement training programs for new Telecommunications Officers
- Train new personnel and arrange for additional training seminars or workshops
- Read, examine, and review log reports and computer input prepared by subordinate staff for accuracy; make corrections and forwards to appropriate staff
- Resolve problems and questions presented by subordinates regarding work methods or proper procedures to follow
- Recommend and implement procedural changes; communicate changes to all staff affected
- Analyze statistics of department activities and reports to designated agencies on reporting forms according to established schedule
- Perform duties of Telecommunications Officer (Dispatcher), as required
- Serve as Port Houston’s Police Department NCIC Terminal Agency Coordinator (T.A.C.) as prescribed by State and Federal regulations
- Monitor the use and operation of TLETS/NLETS Terminals by all operators
- Assure all TLETS/NLETS Operators are properly trained as required by Port Houston, State, and Federal regulations
- Validate monthly TCIC/NCIC Certificates; review, modify, and coordinate records with
- Coordinate with Texas DPS Crime Records Service on issues arising with active records in TCIC/NCIC system
- Develop and execute training plans of task specific training as to enhance subordinates knowledge; coordinate Dispatch Center personnel training with other Port Houston departments to assist them with better knowledge of Dispatch Center tasks
- Ensure all equipment in the Dispatch Center is in working order
- Act in accordance with Port Houston core values (respect, excellence, accountability,

- High School diploma or GED equivalent required
- Some college preferred
- 5 years of related emergency dispatch experience required
- Previous supervisory experience required
- Basic TCOLE Telecommunicator License required
- Texas Department of Public Safety TCIC/NCIC full access certification within 6 months of employment
- Ability to certify as an NCIC Terminal Agency Coordinator within 6 months of employment
- Ability to certify as a NCIC/TCIC Associate Trainer within 1 year of employment
- Knowledge of Port Houston policies and procedures
- Knowledge in Port Dispatch Center operations and procedures
- Knowledge in application of Port Houston and Port Center procedures
- Knowledge of Telecommunication officer duties
- Knowledge of electronic Dispatch equipment
- Knowledge of Texas DPS and FBI validation policies and entry requirements of TCIC/NCIC
- Customer service skills

- Considered essential employees and may be required to work on holidays, evenings, nights, and be immediately recalled for emergencies at anytime. They must remain available and “on call” 24 hours a day, 365 days a year, dependent on emergency
