Position Summary:
The Yard Planning Manager (YPM) is responsible for the daily oversight and management of all yard planning operations executed by the Yard Planning Group (YPG) personnel. The YPG’s responsibilities include but are not limited to the planning and managing of all cargo movements throughout Port Houston Container Facilities and the coordination of vessel and road operations.
Key Responsibilities/Duties:
- Manage all cargo and equipment movements through the yard in coordination with road and vessel operations to ensure safe and efficient terminal operations
- Manage vessel load back, discharge, transfer and rehandling of cargo to achieve optimal utilization throughout the container yards
- Coordinate empty dray and rail moves to support vessel operations
- Ensure all government inspections are coordinated timely with yard services
- Oversee the planning and allocations of necessary equipment and labor to perform safe and efficient transfer of containers
- Daily oversight and coordination with Operations for equipment orders
- Manage all cargo allocations within the terminals
- Oversee all current and future vessel/yard/empty allocations planned by the YPG
- Monitor current and future cargo volumes to efficiently and effectively plan allocations for upcoming vessels
- Direct vessel operations group in the discharge and load back allocations of barge operations
- Oversee yard inventory processes to ensure highest levels of integrity
- Monitor road queues for assignment of equipment where needed
- Ensure proper segregation of hazardous import/export cargo for Port Houston container terminals
- Mange Terminal Operation System (TOS) software as it pertains to yard planning
- Build new expert decking and RTG block layout strategies in coordination with and support from terminal stevedores, operations and TOS groups
- Build and modify changes to the yard in XPS using NAVIS yard editor
- Work with TOS Group to build and modify changes to XPS using SPARCS settings TXT file as well as EML files
- Test new terminal operations strategies using XPS software to promote increased terminal service levels
- Act as XPS Super user providing support to external stakeholders regarding container planning and vessel operations
- Monitor wireless communications for Port Houston container terminals and coordinate with IT department to resolve any issues that arise
- Lead projects to maintain and develop improved yard planning strategies and reporting techniques for current and future terminal operations

Maintain and run daily reports for directors as needed
Track the productivity and costs associated with yard operations from an equipment and utilization standpoint - Keep Directors informed of yard utilization and any changes
- Act in accordance with Port Houston core values (respect, excellence, accountability, diligence, and you)
- Perform other duties as required
Education/Experience:
- Minimum Bachelor’s degree in Maritime administration from an accredited university or equivalent education or work experience.
- 2-5 years’ experience within a container terminal operations group
Knowledge, Skills, Abilities and Behaviors:
- Must have strong background and experience with container operations
- Must possess good communication skills and ability to work in a group environment
- Decision making skills
- Must be proficient with N4, N4 mobile, XPS, ECN4, Microsoft suite of software
- Ability to prioritize needs and provide feedback

- Ability to work under stress
- A Transportation Worker Identification Credential (TWIC) must be obtained within 30 days of appointment, and be maintained for the duration of employment
