ABOUT THE PORT OF EVERETT
The Port of Everett, located on Port Gardner Bay at the mouth of the Snohomish River, was formed by the citizens of Everett in 1918 to create economic opportunities and protect the waterfront for the community. The Port has a long history of providing marine-related services and appropriate public access to the waterfront. The Port of Everett operates three lines of business: 1) international shipping terminals; 2) marina facilities; and 3) real estate development. The Port operates eight shipping berths situated on approximately 125 acres of land, and specializes in handling high-value, conventional and over dimensional cargoes in support of the aerospace, military, construction, manufacturing, agriculture, energy and forest products industries.
The Port of Everett runs the largest public marina on the West Coast with more than 2,300 recreational boating slips and a 13-lane public boat launch facility. On the real estate side, the Port owns 3,300 acres of property, including Jetty Island, and works to return environmentally damaged property to productive use, restoring economic prosperity to the waterfront. The Port’s properties also provide numerous public access and recreational opportunities for area residents and visitors to enjoy, supporting a vibrant, livable and balanced waterfront that generates economic and recreational opportunities. POSITION TITLE: Senior Finance Manager
DEPARTMENT or DIVISION: Finance

JOB SUMMARY
The Senior Finance Manager provides day-to-day oversight to the Port of Everett’s Accounting department, managing a team of 3 technical staff, in compliance with all applicable laws and regulations. The ideal candidate will be a seasoned leader who is able to balance developing staff, while providing value-oriented support to Port employees across all divisions, demonstrating high stewardship of public funds, and administering a broad range of finance and accounting functions.

SUPERVISOR’S TITLE: Director of Finance
The Senior Finance Manager requires limited supervision from the Director of Finance.
The Senior Finance Manager provides direct supervision to the following staff:
Accounts Payable Technician
Grants Manager
Payroll Accountant
ESSENTIAL FUNCTIONS
The Senior Finance Manager will develop and coach staff to effectively and efficiently provide support and services across the various Port functions. The position will:
- Leverage their experience with tools, systems, and processes including, but not limited to, financial statements, auditing, grant management, capital assets, payroll, budgeting, debt and investments management to deliver timely and accurate information to the Port’s operating groups.
- Be adept and proactive at navigating complex financial regulations and standards and ensuring such standards and regulations are appropriately reflected throughout the various work products of the Finance department.
- Prepare and consolidate financial statements and provide monthly, quarterly and year-end analysis.
- Manage all aspects of the general ledger, ensuring accuracy and completeness, in support of the monthly close process.
- Oversee capital project accounting and support with project managers with tracking financial performance of capital projects against budget.
- Support the annual budget process and ongoing forecasting process.
- Provide oversight to operating departments in regard to accounting procedure, required reporting and internal controls.
- Prepare and support annual audit performed by the State Auditor’s Office.
- Participate in treasury functions, supporting the management of cash, along with reporting requirements of various debt instruments.
- Exercise strong leadership and management by delegating tasks, setting clear expectations, coaching staff, being a good listener, promoting a learning environment, and fostering a positive team culture. Willing to work alongside staff as necessary.
- Demonstrate high skill level in both written and oral forums; prepare and present financial reports, coordinate with executive management, and addressing executive management inquiries.
- Display detail and action-oriented traits, capable of managing multiple priorities, and value collaborative problem-solving.
- Participate in ad-hoc projects and process improvements, including software implementations, and other duties as assigned.

QUALIFICATIONS

Preferred Work Experience:
- Ten (10) years progressively responsible experience in public or private accounting.
- Three (3) years working in a finance leadership role at a governmental/municipal organization.
- Licensed CPA
- Familiar with grant and project accounting
Preferred Knowledge, Skills & Abilities:
- Bachelor’s degree in Business Administration with a concentration in Accounting, or a related field.
- Ability to analyze and interpret technical procedures, administrative rules and governmental regulations.
- Advanced skills utilizing the Microsoft Office productivity suite of programs (Excel/Word/Outlook) on a PC platform.
- Must be able to be bonded.
Salary : $125,000 - $135,000
