What are the responsibilities and job description for the Police Officer - Port of Galveston position at Port of Galveston Police Department?
The Police Patrolman is designated as a Safety-Sensitive position. Patrolmen will Patrol their assigned area to enforce laws and ordinances, enforce the Port tariff, regulate traffic, control crowds, prevent crime, and arrest violators. This position facilitates the safe and effective operation of the Port of Galveston’s business through 24-hour patrol of the Port’s facilities. This position will perform a very broad range of activities depending on the needs of the Port and the Department. This individual will ensure the protection of life and property within legal and ethical bounds by applicable authority while performing patrol duty throughout assigned areas. The Patrolman will work under the direct supervision of the Police Sergeant and will be called upon to handle a wide array of issues.
Education & Qualifications
- Must be 21 years of age or older.
- High School diploma or equivalent
- Must be a graduate of a T.C.O.L.E. accredited basic law enforcement academy or equivalent.
- Have not received a discharge from any military service, if prior military service, under less than honorable conditions including, specifically: under other than honorable conditions; bad conduct; dishonorable; or any other characterization of service indicating bad character.
- Must have a valid Texas driver license with good driving record.
- Subject to a background investigation to include being fingerprinted and a search of local, state, and national records and fingerprint files to disclose any criminal record.
- Must be able to successfully pass a physician’s physical and drug screen.
- Must be able to successfully pass a psychological examination.
- Must be able to obtain a Transportation Workers Identification Card (TWIC)
- Good communication skills, good physical condition, and of good moral character.
- Must successfully demonstrate firearms proficiency once appointed.
- Must be able to secure a TWIC (Transportation Worker Identification Credential) to obtain access to restricted facility areas within a 30-day period.
Essential Job Functions
- Patrols the Port of Galveston to maintain traffic control, detect criminal violations and detect safety hazards
- Understand and enforce the rules and regulations in the Port of Galveston’s tariff.
- Visually and physically inspect the perimeter fencing and unmanned gates for signs of tampering, damage and/or unauthorized entry attempts.
- Physically check buildings and facilities for occupancy and insure they are locked and secured when empty.
- Make frequent inspections of all Port facilities, including parking areas, offices, warehouses, piers, and rail areas.
- Takes appropriate action in reporting, stopping and correcting violations, fires, and hazards
- Enforces federal, state and local laws, Port of Galveston policies, procedures, rules and regulations include making arrests, when necessary.
- Works closely with the United States Coast Guard and Federal, State, and Local Law Enforcement Agencies
- Investigate criminal offenses, incidents, motor vehicle accidents, industrial accidents, marine, and personal injury accidents, and file appropriate reports in a timely manner.
- Records details of patrol, all vessel activity, cargo activity, unauthorized dockings, and breaches of security
- Report all contraband and breaches of security to the F.S.O., N.R.C., and other people as instructed by the F.S.O.
- Initiates fire, accident, and loss prevention efforts to include corrective action.
- Reports any breaches of physical security and/or damage to Port property or equipment
- Monitor, note, report, and investigate suspicious persons and situations, safety hazards and unusual or illegal activity in the patrol area.
- Monitor and control all activity at and around warehouse and pier facilities during cargo and maintenance operations.
- Provide information and assistance to all requests as may be required to contribute to the smooth and efficient conduct of Port business.
- Maintains a record of warehouse and vessel activity and vessel movements during the assigned shift.
- Lock and unlock doors, gates and barriers as needed to exercise proper control of vehicular, pedestrian, and rail traffic.
- Escort visitors, oversize vehicles, and equipment from gates to destination on property as necessary.
- Transport individuals through the MTSA restricted area as directed.
- Assist security officers at the gates as required in relaying instructions.
- Assist in the berthing of vessels, Declarations of Security, vessel departures, etc.
- Control vehicular traffic as needed to avoid and/or clear congestion.
- Issue traffic tickets for moving or parking violations.
- Mandatory overtime is required as needed.
- Must participate in overtime as needed to maintain effective and efficient patrol operations.
- Required to perform shift work which may include days, evenings, and nights including weekends and holidays.
- Assists with the screening of passengers who are boarding the cruise ships when necessary to ensure the safety and security of the ships, facilities, and other passengers.
- Perform other duties as needed to comply with the officer’s function.
