The Port of San Diego is seeking a skilled Small Engine Repair Technician. The ideal candidate will possess a strong mechanical background, be a self-starter, and possess excellent customer service skills. Responsibilities include preventative maintenance, repairs in a shop environment and in the field, troubleshooting equipment, performing safety inspections, and record keeping utilizing computer programs. Candidates must demonstrate Two (2) years of experience in the diagnosis, troubleshooting, maintenance, and repair of small engines, power and hand tools, and related equipment common to the landscape construction and maintenance trade, including hydraulic, mechanical, electrical, and cooling systems. Description

The Port of San Diego is seeking a skilled and experienced Small Engine Technician to join our team. The ideal candidate will possess a solid understanding of the principles, practices, methods, and equipment essential for maintaining, testing, and repairing small engines and related machinery. Responsibilities include performing repairs and maintenance on various small-engine-powered equipment, such as lawn mowers, pumps, chainsaws, weed trimmers, leaf blowers, generators, etc. Candidates must be proficient with basic hand tools, power tools, and automotive equipment in a fleet maintenance setting.

This role operates under the guidance of the Lead Fleet Maintenance Technician, with expectations for the technician to work independently, prioritize tasks, and make informed decisions within established policies and procedures. Success in this position requires reliability, dependability, and accountability in fulfilling all responsibilities.

DEFINITION

Under general supervision, services, maintains, and repairs a wide variety of gasoline-, diesel-, and electric-powered motorized equipment, trailers, and tools used to perform landscape maintenance work; performs preventive, scheduled, and emergency repair work on equipment; performs electrical and circuit troubleshooting and repair work; repairs sophisticated safety interlocks used on lawn maintenance equipment using electronic test equipment; repairs hydraulic systems used on mowers and other advanced types of lawn maintenance equipment; and performs related duties as assigned.

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from assigned supervisory or management staff. Exercises no direct supervision over staff.

CLASS CHARACTERISTICS

This journey level classification is responsible for independently servicing, maintaining, and repairing a wide variety of gasoline-, diesel-, and electric-powered motorized equipment and tools. Positions at this level exercise judgment and initiative in their assigned tasks, receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit.

Essential Duties And Responsibilities

Performs scheduled preventive and predictive maintenance on a wide variety of landscape maintenance tools and equipment, including mowers, street sweepers, edgers, trimmers, blowers, vacuums, and chain saws; makes emergency field repairs to tools and equipment; sharpens and replaces blades on landscape maintenance tools and equipment.

Performs electrical or circuit troubleshooting; repairs sophisticated safety interlocks used on landscape maintenance equipment using electronic test equipment; performs troubleshooting on electrical and battery powered handheld equipment and mowers.

Performs safety inspections on mowers and other power tools and equipment used by landscape maintenance personnel.

Utilizes a variety of specialized electrical and electronic testing devices to troubleshoot and diagnose equipment failures and problems; troubleshoots and repairs pneumatic systems on tools and equipment.

Uses a variety of hand and power tools for engine and service repairs including wrenches, pliers, jacks, grinders, impact drivers, socket sets, wire strippers, vice grips, drills, and screwdrivers.

Repairs hydraulic systems presently used on specialized lawn mowers and other advanced types of lawn maintenance equipment along with various horsepower and equipment trailers.

Prepares cost estimates and requisitions necessary parts and supplies; maintains an inventory of standard parts and supplies; research new methods and equipment in the landscape maintenance field and recommends their use or application.

Maintains records and files regarding the maintenance and repair of landscape maintenance tools and equipment.

Ensures proper safety precautions are observed in the small engine repair shop; instructs others in the proper and safe use of shop tools, machinery, and equipment.

Observes and complies with all Port and mandated safety rules, regulations, and protocols.

May be assigned disaster service worker responsibilities as directed.

Performs related duties as assigned.

Qualifications

Knowledge of:

Proper methods, techniques, materials, tools, and equipment used in the maintenance and repair of tools and equipment used in the field of landscape construction and maintenance.

Testing methods and equipment used to perform failure analysis on the mechanical, electrical, fuel delivery, cooling, and hydraulic systems on a variety of small gasoline-powered engines.

Maintenance recordkeeping and reporting practices and procedures.

Safe work practices and procedures for the shop and field.

Use and maintenance of various types of hand and shop tools and technical tools of the trade.

Port and mandated safety rules, regulations, and protocols.

Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and Port staff.

The structure and content of the English language, including the meaning and spelling of words, rules of composition, and grammar.

Modern equipment and communication tools used for business functions and program, project, and task coordination, including computers and software programs relevant to work performed.

Ability To

Diagnose, troubleshoot, and repair a wide variety of small gasoline and electrical-powered engines.

Diagnose, troubleshoot, and repair pneumatic and hydraulic systems associated with landscape maintenance tools and equipment.

Operate a variety of automotive vehicles, motorized equipment, tools, and testing equipment related to the work.

Maintain and repair hand and power tools common to the field of landscape construction and maintenance.

Perform preventative maintenance functions on small engines and landscape related equipment.

Read and interpret relevant specifications, drawings, and manuals.

Prepare and maintain a variety of basic written records and reports.

Work independently with little or no direct supervision; meet schedules and timelines.

Maintain a clean, neat, and safe work environment.

Coordinate work assignments with other sections, departments, divisions, or agencies.

Effectively use computer systems, software applications relevant to work performed, and modern business equipment to perform a variety of work tasks.

Communicate clearly and concisely, both orally and in writing, using appropriate English grammar and syntax.

Education And Experience

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Education

Equivalent to completion of the twelfth (12th) grade.

Experience

Two (2) years of experience in the diagnosis, troubleshooting, maintenance, and repair of small engines, power and hand tools, and related equipment common to the landscape construction and maintenance trade, including hydraulic, mechanical, electrical, and cooling systems.

Licenses And Certifications

Possession of a valid California Class “C” Driver’s License, to be maintained throughout employment.

Possession of, or successful acquisition within six (6) months of employment, a valid Forklift Certification, to be maintained throughout employment.

Possession of, or successful acquisition within six (6) months of employment, a valid First Aid and CPR Certification, to be maintained throughout employment.

Depending upon the number of applicants meeting the minimum qualifications, applicants may be scheduled for one or more of the assessments listed below. Passing score is 70% out of 100% on each assessment section.

Placement on Eligible List: The Department of People Services may limit the number of qualified applicants eligible to participate in the assessment process. PHYSICAL DEMANDS

Must possess sufficient mobility to work in the field; strength, stamina, and flexibility to perform medium to heavy physical work; to sit, stand, and walk on level, uneven, or slippery surfaces; frequently reach, twist, turn, kneel, bend, stoop, squat, crouch, grasp and make repetitive hand movement in the performance of daily duties; possible entry into confined spaces and the use of confined entry equipment, to climb and descend ladders, to operate varied hand and power tools and other equipment, and to operate a motor vehicle and visit various work sites; and vision to inspect and operate the equipment. The job involves fieldwork requiring frequent walking in operational areas to identify problems or hazards which may include working around live electrical wires. Finger dexterity is needed to operate and repair tools and equipment. Employees must possess the ability to lift, carry, push, and pull materials and objects averaging a weight of 50 pounds and heavier weights, in all cases with the use of proper equipment and/or assistance from other staff. Employees must wear and use the proper Personal Protective Equipment (PPE).

ENVIRONMENTAL CONDITIONS

Employees work in a shop and field environment, and are exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, confining workspaces, chemicals, mechanical and/or electrical hazards, and hazardous physical substances and fumes. Employees also work in harbor waters which may include water conditions with low visibility, cold temperatures, high winds, strong currents, and adverse weather conditions. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.

WORKING CONDITIONS

Some positions may require working varied shifts and/or alternate schedules as needed. Port employees are expected to work overtime, weekends, evenings, and holidays as required to accommodate the Port’s needs, in addition to responding as a Disaster Services Emergency Worker. Employees in this classification are subject to on-call, which may include rotating-duty schedule, weekends and 24-hour emergency call out with little or no notice.
