BASIC JOB PURPOSE / SUMMARY:  

The Chief Financial Officer (CFO) is a key member of the executive leadership team responsible for the strategic direction, planning, and oversight of the Port of Skagit’s financial, risk management, and audit functions. This position serves as the Port’s Auditor, providing internal control oversight, ensuring regulatory compliance, and safeguarding fiscal integrity. The CFO guides long-term financial forecasting and investment strategies, oversees enterprise-level planning, and ensures effective integration across financial, HR, and risk domains.

PRINCIPAL DUTIES AND RESPONSIBILITIES

General Duties

  • Implement the Port’s Promise, Mission, and Vision.  Exhibit the Port’s values, behavioral and leadership expectations including truthfulness, integrity, and teamwork.
  • Participate in the Port’s Senior Leadership Team, attend Commission and other meetings, and represent the Port to community and professional associations.
  • Perform other duties, responsibilities, and special projects as may be required. 

Financial Strategy and Planning

  • Provide executive-level financial leadership and strategic planning support to the Executive Director, Commission, and Senior Leadership Team.
  • Establish major economic objectives and policies to support the Port’s mission and long-term financial sustainability.
  • Guide the development of long-range financial forecasts, capital facilities plan, and enterprise financial performance benchmarks.
  • Oversee the development and implementation of integrated systems (e.g., payroll, accounting, reporting) to align financial and strategic operations.
  • Support the development of business plans for all Port enterprises.

Financial Reporting and Analysis

  • Oversee the development and presentation of financial reports including the operating and capital budgets, annual and monthly financial reports, and long-term forecasting documents.
  • Create and manage financial dashboards that track critical performance metrics across Port activities.
  • Evaluate financial trends and provide high-level analysis of enterprise-wide financial performance.

Risk Management

  • Serve as lead for Port-wide risk management initiatives, including insurance and compliance.
  • Coordinate Port investment activities in partnership with the County Treasurer, balancing risk and liquidity.
  • Oversee compliance with legal and regulatory frameworks across all financial operations.
  • Collaborate with legal counsel to research audit and compliance issues and manage claims and liabilities.

Leadership and Team Management

  • Lead and supervise the finance and accounting team.
  • Provide mentoring, professional development, and alignment of functional team activities to broader strategic goals.
  • Foster a high-performance culture that aligns with Port values.
  • Oversee HR program development, including policies, compensation systems, and benefit management in coordination with the HR contractor.

Capital Management

  • Coordinate and oversee capital and investment planning for the Port.
  • Evaluate financial feasibility and due diligence for acquisitions, tenant financing, and development proposals.
  • Provide input and analysis for real estate business management.

Stakeholder Relations

  • Serve as financial advisor to the Executive Director and Commission.
  • Represent the Port in financial and strategic discussions with external stakeholders such as banks, auditors, tenants, and professional associations.
  • Facilitate communication regarding financing options for prospective and existing tenants.
  • Guide the development of financial policies in consultation with the Executive Director and Commission.

Port Auditor Duties

  • Serve as Port Auditor, ensuring legal and regulatory compliance and overseeing audit readiness.
  • Coordinate with state and external auditors as primary point of contact.
  • Develop, implement, and monitor internal controls to safeguard financial and operational integrity.
  • Report to the Port Commission on matters related to internal controls and legal compliance of Port activities.
  • Provide training and support in audit and compliance areas.
  • Certify receipt of goods and services prior to payment.
  • Maintain records per Washington State Records Retention requirements.


WORKING CONDITIONS:

Work is performed primarily indoors.  Most of the work will be performed sitting at a desk, operating a computer, phone and other related office equipment.  Typically, the noise level in the work environment is moderate; however, there may be exposure to loud noises on a daily basis due to industrial, aviation or marine activity, maintenance and repair.


PHYSICAL REQUIREMENTS:

This position requires the ability to hear, speak, and understand the spoken word to respond promptly to calls for assistance, to answer telephones, and to be able to communicate clearly.  Must have dexterity and manual skills required to operate the keyboard of a computer terminal, assemble and retrieve files from the file cabinets and drawers, operate a multi-line phone system, operate a copy/fax machine, and operate other related office equipment.

WORK PERFORMED

Examples of work include Includes Commission meeting attendance, strategic planning discussions, and high-level financial guidance. Collaborates across departments to align organizational initiatives with sound financial management.  

TRAINING, EDUCATION, EXPERIENCE & RESPONSE TIME REQUIREMENTS

Formal Education: Bachelor’s degree in Finance, Accounting, or related field.  

Work Experience: Ten years of increasingly responsible finance, management, and supervisory experience including strategic planning and HR exposure. Experience with enterprise-level accounting and reporting systems.

      

Training/Certification/Licenses:

  • Valid Washington state drivers’ license (must be insurable)
  • CPA preferred.

Computer & Other Skills: Must demonstrate proficiency in the following:

  • Deep knowledge of strategic financial planning and forecasting.
  • Leadership and organizational skills.
  • Technical and regulatory knowledge; deep knowledge of GAAP, governmental accounting, and audit compliance.
  • Highly proficient with Microsoft Office applications, especially Excel.
  • Skilled in presenting complex financial information to executives and governing bodies.
  • Strong negotiation and relationship-building skills with auditors, regulators, and financial institutions.

Response Time and Other Requirements

  • Must reside within 60 minutes travel time from primary workplace.
  • Must be bondable.

Salary : $134,600 - $215,375
