This position reports to the Associate Vice President Finance and Administration.The Payroll Director oversees and manages multifaceted payroll functions including providing oversight to the College’s payroll, tax compliance, PERS contribution management, and payroll record retention. This position requires a high degree of confidentiality and involves interactions with diverse individuals and stakeholders across the district. This position oversees two managers who lead a team of payroll specialists and a payroll accountant.The Payroll Director is responsible for hands-on management of the weekly and biweekly payroll operations in a multi-state environment using Workday Payroll System ensuring data integrity and accuracy of payroll processes while complying with payroll and tax laws and audit requirements. Provides leadership and expertise in all areas of payroll compliance including training, report generation and policy and procedure documentation. Excellent communication with internal and external customers including PSEC (People, Strategy, Equity, Culture), auditors, and legislative policy development / advocacy.Candidate ProfileThese qualifications, skills and abilities are critical for success in this position.Throughout the screening process, you will be evaluated based on the demonstration of these qualifications.Demonstrated experience leading a team of payroll professionals including two payroll managers in the management of multi-state, day-to-day payroll operations which include the timely and accurate processing of weekly and biweekly, both on-cycle and off-cycle, payroll through the use of Workday / ADP / Banner applications.Experience leading or managing a payroll implementation in concert with a Workday implementer is highly desirable.Experience in cash flow planning for regular and off-cycle pay, PERS contributions and reconciliation, general ledger inquiries including payroll journal entries, accruals, and payroll account reconciliations, tax liabilities, flexible spending accounts, and individual retirement contributions.Demonstrated experience creating, implementing and tracking training programs for managers and employees.Experience maintaining appropriate internal controls and ensures compliance with payroll laws and regulations at the state, federal and local level; including developing and improving payroll policies and procedures.Experience supporting quarterly and annual financial statement reviews, payroll related liabilities, year-end reporting and audits.Demonstrated experience designing and implementing best practice payroll reports including prelists and variance analysis.Demonstrated experience working with diverse academic, cultural and ethnic backgrounds of community college students and staff.Minimum QualificationsTo be considered, your application must demonstrate these minimum qualifications. (Experience is calculated based on the start and end dates you provide multiplied by the number of hours per week worked).Bachelor’s degree in business administration or related field (NOTE : Relevant experience may substitute for the degree requirement on a year-for-year basis).Five (5) years of progressively responsible professional management / supervisory experience.Preferred QualificationsMaster’s degree in business administration or public administration including accounting coursework.CPP (Certified Payroll Professional).Five or more years working with ADP and / or Workday ERP system.Eight years of payroll supervisory experience.Position GradeStarting Salary Expectations : Minimum $113,994 to range midpoint of $139,642. Placement will generally not exceed the mid-point, based on qualifications, experience, and internal equity.
