The Employment Specialist is responsible for providing specialized employment services in support of an assigned program(s) whose ultimate goal is to provide training and support to clients of various backgrounds and skill levels.

Incumbents in this classification are typically assigned to an area of specialization within a total employment services program. Specialization may include training clients in workforce skills, job development, job referral, job placement, or employee retention.

Incumbents have independent decision making authority and work with little or no supervision.

  • Strong oral and written communication skills, with the ability to effectively interact with a diverse population, including clients, colleagues, employers, and community partners.

  • Proven ability to conduct effective outreach, provide active case management, develop service plans, track client progress, and coordinate multiple community services.
  • Competence in maintaining detailed case files and tracking services in multiple databases; experience working in programs with complex policies and procedures; producing program/grant reports.
  • Proven ability to develop and facilitate engaging and effective workshops, including information sessions, job search groups, and workshops aimed at developing job seeking skills and soft skills.
  • Comprehensive understanding of workforce development principles and community resources available for clients and the ability to effectively connect clients with these resources.
  • Demonstrated awareness of one’s own cultural background and how it influences their perception, values and practices, and how these perceptions, values and practices influence their work and interactions with others.

Minimum Qualifications

To be considered, your application must demonstrate these minimum qualifications. (Experience is calculated based on the start and end dates you provide multiplied by the number of hours per week worked).

  • Bachelor’s degree in Human Resource Management, Business Administration, Social Science, Communications, or related field.

  • Experience performing the duties of this job may substitute for the degree requirement on a year-for-year basis.
  • Demonstrated experience working with college students, clients who have barriers in achieving self sufficiency, developmentally or physically disabled adults, or at-risk populations.
  • Demonstrated experience within area of specialization of position applied for.
  • Experience in case management in a social service or educational setting. Fluency in a second language may be required depending on position.

Starting Salary Expectations
Initial Salary Placement will be between Step 1 ($62,753.00) and Step 3 (71,591.00) based on related experience, per PCC's collective bargaining agreement.

PCC currently funds the Oregon Public Employees Retirement System (PERS/OPSRP) pension and contributes an additional 6% into the employee's Individual Account Program under PERS/OPSRP. A portion of the 6% will be diverted to The Employee Pension Stability Account as mandated by Senate Bill 1049. PCC offers a tax deferred annuity program and a deferred compensation program where employees may save additional pre-tax dollars for retirement.
Additionally, PCC provides a tuition waiver for courses offered at PCC for yourself, domestic partner, and dependent children under 24 years of age; plus partial tuition reimbursement for yourself at other accredited institutions.
  • Please note: Temporary Full-Time Faculty are not eligible for Personal Leave Days, Life Insurance, Long-term Disability, or AD&D Insurance.

Paid Leave: (Pro-rated by FTE for Part-Time Employees)

Working Conditions and Physical Requirements
Work is typically performed in an office environment. Incumbents regularly drive to business sites which requires the use of a personal vehicle. Occasional evening and weekend hours is required.

Campus Security Authorities must immediately report Clery Act crimes that occurred on Portland Community College’s Clery geography on the Crime Incident Report (CIRTrac™) located on the Department of Public Safety’s Clery Act compliance webpage. Following entry of a report on CIRTrac™ PCC’s Clery Specialist will (1) analyze the report for issuance of a timely warning or emergency notification; and (2) will determine if the report should be included in the annual statistical disclosures. The Clery Specialist shall annually assign CSAs online Clery Act training to ensure they are provided proper training to fulfill their reporting responsibilities required by the Clery Act and PCC’s Clery Act policy
