Position Summary
The Integrated Operations Technical Training Team supports the Grid Operations and Power Operations organizations to provide engaging and timely technical training to real-time operations personnel. We work closely with client organizations and subject matter experts to identify required and emerging training topics to ensure operational personnel are well prepared to support the reliable operation of the electric system.
The Senior Technical Training Specialist works with a specific client group within PGE Grid or Power Operations to develop and maintain an operational training program for real-time operations personnel and support staff. This role requires extensive coordination, preparation and facilitation of training processes and partners.

Key Responsibilities
May specialize in any combination of the following depending on the role :
Collaboration Collaborates with technical training team, internal stakeholder clients, subject matter experts and other training teams to assess technical training project requirements, objectives, and creative direction; determines appropriate visual, content, and animated elements of projects; assesses time requirements for each task. Collaborates with technical training team and internal stakeholder clients to establish appropriate project timeline.
Coordinates with other teams and operations employees. May represent PGE in external operations training forums.
Training Development Utilizes experience and knowledge to work with subject matter experts in Grid Operations and Merchant operations to design and develop role-based training content for operations. This may include transmission system operators, distribution system operators, balancing authority operators, outage coordinators, merchant operations, compliance, risk management, engineering and other roles as deemed appropriate. Manages systems, tools, and simulation for PGE's operations personnel. Additionally, supports content development to convert classroom training into interactive, computer-based trainings, and simulation exercises.
Leads training needs assessments to identify operations personnel skill / knowledge gaps and training objectives. Develops necessary training to support operations excellence.
Leads training groups to ensure consistent use of training best practices and methodology and alignment with departmental short- and long-term training plans.
Writes or edits content, develops format, reviews layout, secures needed reviews and publishes materials. Coordinates distribution of training communication materials. Ensures training material, communications and approved templates align to brand concepts and standards. Typically works with managers and subject matter experts.
Leads the development, execution, and continuous improvement of the operator onboarding program.
Training Content Delivery Delivers training to operations and support personnel in a classroom, during simulator exercises and individually. Work with subject matter experts to develop training, enhance performance, sound judgment, and prepare operators to respond appropriately to emergency situations and make real-time decisions under stressful circumstances.
Works with internal clients to identify future training needs. Ensures training materials reflect current specifications and incorporates new curriculum in short- and long-range training plans. Develops and coordinates training activities performed by professional, technical, and operational staff to create consistency of content in training sessions.
Serves as a department trainer, providing subject matter expertise and technical feedback as it relates to operations and operations support training.
Program Management Administers a single program, coordinating different types of discreet training. Collaborates with HR Business Partners, managers and employees to assess technical training needs and develops customized training content, programs, approaches, and methodologies, taking into consideration changes in technology, regulation or best practices and aligning to HR strategy. Serves as subject matter expert on training.
Coordinate training courses or programs, including meetings with instructors, providing information to employees, arranging training sessions and updating materials.
Collaborates with stakeholders to assess learner needs or gaps to either modify existing programs or build new programs; ensures programs are aligned to business strategy.
Facilitation Facilitates instructor-led technical training in more complex or sensitive topics that will include system simulations and tabletop exercises; establishes group norms, adapts content based on participant needs, encourages engagement, and leads and adapts discussion and / or activities.
Instructional Content Design Leverages adult learning principles to gather information on learner needs for moderately complex performance issues (e.g., communication skills); designs learning objectives, solutions, and measurement to address learner gaps; evaluates learning solution quality and makes recommendations for enhancements through multiple tools and channels.
Develops collateral and material for a full range of assignments / projects; maintains consistent use of technical training template guidelines; ensures technical training content knowledge applied to each project is accurate and meets applicable standards; stays abreast of and applies training products and training methodologies using a combination of adult learning techniques, creative trends and instructional design concepts.
Compliance Ensures training meets regulatory requirements. Analyzes regulatory changes and makes adaptations to existing training modules or programs. May serve on committees. Provides program updates or reports to appropriate regulatory bodies.
Learning Evaluation Using an established measurement model, collects and analyzes qualitative and quantitative data to measure effectiveness for technical and complex soft skills learning solutions. Adjusts learning method, delivery or content in response.
Designs, develops and maintains assessment tools for training sessions that adhere to the NERC continuing education requirements to evaluate effectiveness of training.
Tests, analyzes and supports the progression of operators and designated support personnel from onboarding through senior levels with hands-on operational training evaluations and testing processes in the learning management systems. Use on-the-job training guides, operator simulations and written examinations to support consistent personnel development.
Identifies and provides feedback on systems, displays, processes and procedures that need revision, based upon challenges encountered during training, to improve overall operations performance.
Project Management Manages creative projects from concept to completion and provides highest-quality work with careful attention to detail, timeline and budgets; prioritizes tasks; ensures projects conform to PGE's strategic direction, products, processes, customers and overall marketplace.
Coordinates initiatives and projects to support employee and management development of technical skills through various channels. Utilize content development tools, learning management system platforms and internal resources to meet technical training needs. In collaboration with managers, technical training team, stakeholders and other areas of HR, selects optimal training products or training methodologies using adult learning techniques and instructional design concepts.
Project Process Controls Establishes and maintains formal controls to manage and monitor project budget, scope, quality, schedule and risks across the portfolio of projects and overall program completion that is on time and within budget. Negotiates necessary project changes with project managers and project sponsors. Maintains, adjusts and updates overall project and program plans as needed.
Sourcing Identifies technical training needs and establishes overall objectives aligned to corporate objectives. Identifies when learning solutions will address performance gaps. Researches and implements solutions that may involve both internal and external resources. Assists in the development of vendor SOW. Supports implementation. Monitors vendor performance to established metrics or provides feedback to internal training resources.
Qualifications
Education / Experience / Certifications
Education Typically a bachelor's degree in business, science, engineering, adult learning, instructional design, computer-based content development, technology or other related field or equivalent experience.
Experience Typically five or more years in training with at least two years of operational or technical training experience. Experience in the field of adult education in an operational environment is preferred. Control room environment, shift work experience with working knowledge of utility operations (transmission, distribution, balancing authority, EIM, merchant trading functions, etc.) is preferred.
Certifications, Licenses and Training NERC System Operator certification a plus.
Valid driver's license required.

Compensation Range :
89,175.00 - $148,625.00
Actual total compensation, including a performance based incentive bonus, is commensurate with experience, skills, qualifications, education, training, and internal equity. While we anticipate the selected candidate for this position will fall towards the middle or entry point of the compensation range, the decision will be made on a case-by-case basis.
