Summary
The Confederated Tribes of Warm Springs, in partnership with PGE, has been awarded a grant for $250M by the Department of Energy to rebuild the 100-mile Bethel-Round Butte line to 500kV. Due to the size of this project, project management responsibilities will be split between you and another project manager. This PM will take the lead on the engineering and be heavily involved in the ROW acquisition and permitting.
Not only will the Bethel-Round Butte line provide needed reliability to our entire system, but it will also bring huge benefits to the Tribes like education opportunities in clean energy, skills training programs for tribal youth and adults, and jobs for underrepresented populations. Furthermore, the completion of the project will likely facilitate new renewable resource projects on Reservation land that will benefit both the Tribes and PGE.
This project will be complex and demanding in many ways, but the entire PGE organization will be supporting the team through all aspects of the project. Government agencies, including the Department of Energy, have also expressed interest in the project and have offered their support as well. This is an amazing opportunity to shape the energy future in the Northwest, support our customers, and unlock a multitude of opportunities for the Tribes.

Compensation Range:
$92,550.00 - $225,680.00
Actual total compensation, including a performance based incentive bonus, is commensurate with experience, skills, qualifications, education, training, and internal equity. While we anticipate the selected candidate for this position will fall towards the middle or entry point of the compensation range, the decision will be made on a case-by-case basis.

- This position is open to both a Senior/p4 Project Manager or a Staff/p3 level. The level will be determine based on the successful applicant’s qualification, experience, and demonstrated skills during the interview process. See determining qualifications below.
Senior or Staff Construction Project Manager 6896/p4 or 6895/p3
Key Responsibilities
- Specialization in Transmission and Substation: This position requires a detailed knowledge of large transmission and substation project construction. Most of the work will be focused on the100-mile transmission line, but the two substations are just as important.
- Project Development and Planning: Serves as project manager (PM) for large, complex substation and transmission strategic projects often larger than $100 million. Advanced project management skills are critical.
- Project Management: Project management skills are critical. You will focus on managing the scope, schedule, risks, and resources while making sure the needs of the stakeholders are being met. A detailed approach to planning out and documenting each phase of the project with a focus on strategy and coordinating will be necessary.
- Schedules: Your job will be to maintain a full project schedule and keep it updated throughout the life of the project. This schedule will be your guide to keep everyone on track. Attention to detail and an understanding of the work will be important.
- Forecasting: The Bethel-Round Butte project is the most expensive transmission project PGE has ever done. Your forecasts will guide how the project funding will be acquired and impact shareholder earnings. Inaccuracy will negatively impact other units of the business.
- Risk Management: There are risks you can predict with some accuracy and there are risks you aren’t aware of yet. Your job will be to constantly scan all aspects of the project so you can minimize the impact of known risks. You will need to be ready to handle new challenges as they come up.
- Reporting: Because of the critical nature of our work, everyone wants to know the status. You will prepare written reports and provide verbal reports to project team members, stakeholders and the Executives regularly. Knowing how to clearly convey a message and communicate both good and bad news is important.
- Stakeholder Engagement: Communicates project updates via regular meetings, formal reports, formal presentations and regular electronic communications; ensures updates achieve effective corporate awareness.
- Team Leadership: Leads a multidisciplined matrix team in a safe, cost-effective and responsible manner. Provides leadership to team members; ensures effective coordination and collaboration among team members and between PGE stakeholder organizations, outside consultants and vendors. Facilitates team meetings; cultivates and reinforces group values, norms and behaviors; provides guidance and motivation to team on performance and productivity issues; ensures compliance with established project management methodologies and standards; takes corrective action as needed.
- Safety: As the leader on the team, your job is to make sure that safety is on everyone’s mind. You will need to work with the team to develop a safety plan for each stage of the project and work with everyone, contractors and the public included, to make sure everyone is aware and stays safe.
- Education: Requires a bachelor’s degree in engineering, business or a related field or equivalent experience.
- Experience:
- Senior: Typically, 8 or more years of experience in project management, construction management or engineering. Experience successfully managing at least one large, complex transmission and substation construction project of over $30 million in value highly preferred.
- Staff: Typically, 5 or more years of experience in project management, construction management or engineering or a related field.
- Valid Driver’s License Required
- PMP certification preferred
- Understanding of the engineering, permitting and construction of large transmission and substation projects.
- Advanced knowledge of schedule management, forecasting, construction, project risk management, project scope control and project communication management.
- MBA or Master’s degree in construction management or other related field.
- Advanced communications skills for managing project meetings, communicating with Senior Management and external organizations.
- Advanced knowledge of software tools such as P6 schedules, Microsoft PowerPoint, Microsoft Excel, Tableau, and Oracle ERP.
- Strong writing skills for reports, project plans, and presentations.
- 70% Office (in office and work from home) and 30% Field or Other PGE Offices
- Ability to work long hours as the project needs require
- Driving/travel: Frequently within service territory (at least once a week or more). As needed, travel (1-2 times monthly) to the project site between Madras and Salem.
- Lifting/pushing/pulling/carrying: Up to 50 lbs.
- Unstable surfaces requiring balance (i.e., moving equipment)
- Walking distances and surfaces (long distances and over rough, uneven or rocky surfaces)
- Ladders (over 10 rungs)
