Job Summary

Reporting to the Fire Chief and working closely with the leadership of the organization, the HR Leader directs all HR functions for the Authority, including leadership expertise, labor relations, employee development, compensation, performance management, and workforce planning.

The Head of Human Resources will serve as a trusted advisor and a critical member of the executive team. The individual will have accountability for the people strategy and must be able to balance the tactical and strategic elements of HR to create a culture and brand that will strategically address staffing and workforce needs.

This position works full-time in the PFA office.

Roles and responsibility

  • Leads the Human Resources team and optimizes the HR function by modernizing and refining processes and activities aligned toward achieving the strategic objectives of the organization.
  • Partners with the Senior Leadership Team to develop short- and long-range goals and objectives that meet business needs.
  • Anticipates the future direction of the community, ensuring human capital philosophies, practices, policies, and programs support the strategic direction of the Authority.
  • Provides advice, coaching, insights and innovative thinking to leadership throughout the organization. Provides mediation and facilitation support to the organization in complex interpersonal situations and supports leaders in disciplinary processes when necessary.
  • Leads the performance management program for the organization.
  • Develops and communicates the Total Rewards strategy to maintain PFA’s reputation as a destination agency for employment.
  • Monitors PFA’s talent needs and pipeline to collaborate on workforce and talent plans that meet the evolving short-term and long-term talent needs.
  • Leads and sponsors organizational culture change with innovative and strategic programs.
  • Coordinates the implementation of employee benefit plans with City partners, and makes recommendations to the Fire Chief for responses to market changes.
  • Creates training programs for PFA leadership to enhance management skills across the organization, in collaboration with leadership and the Training Battalion Chief.
  • Develops and enhances technology solutions for staffing, hiring, and streamlining HR functions.
  • Monitors and tracks key HR metrics to drive improvement activities.
  • Participates in negotiations and implementation of PFA Collective Bargaining Agreement (CBA), assists with the administration of CBA on an ongoing basis.
  • Stays abreast of legal and regulatory changes in Human Resources and ensures PFA is in compliance.
  • Consults with legal counsel regarding employment and labor relations matters.
  • Serves as PFA representative in court proceedings, and with state or federal agencies for personnel related issues.

Requirements

  • Bachelor’s degree in Human Resources or related field from an accredited college or university. Graduate degree preferred.
  • HR certification preferred. [PHR, SPHR, SHRM-CH]
  • A minimum of six years of progressively responsible experience in human resources, with at least three years of prior management experience.
  • Public sector experience preferred.
  • Must be comfortable challenging the status quo to serve as a true adviser and partner to leadership team.
  • Current experience, knowledge and skill of HR, people issues, accounting, budgeting, workers’ compensation, organizational structures, operating procedures, policy formulation, and development/implementation of new strategies and procedures.
  • Strong interpersonal skills and ability to effectively and tactfully present information to, and communicate with, co-workers, employees, and others.
  • Able to establish and maintain cooperative and positive working relationships.
  • Organized, detail-oriented, diplomatic, proactive, self-motivated, dependable, and driven by excellence.
  • Ability to work sensitively and effectively with individuals of diverse ethnic and cultural backgrounds.

Salary commensurate with skills and experience, ranging from $118,000-$142,000 with excellent benefits program.
