Summary: The Human Resources Business Partner (HRBP) assists the HR Director with complex and specialized tasks in the areas of recruitment, onboarding, learning and development, recordkeeping, employee relations and other general HR functional areas as needed. The HRBP is responsible for overseeing the Library District’s Volunteer and Intern Programs and direct supervision of the Volunteer Coordinator.

Essential Duties and Responsibilities include the following:

  • Creates a welcoming environment for all patrons, volunteers, and staff that fosters equity, diversity, and inclusion by seeking to understand, respect, and value individual differences.

  • Maintains knowledge of and compliance with federal, state, and local employment laws and regulations as well as Library District policies and related best practices.

  • Oversees the Library District Volunteer and Internship Programs.

  • Supervises and directs the work of one half-time volunteer coordinator including hiring, training and development, and performance management. Assists coordinator with resolving conflicts and is responsible for managing any escalated issues such as removal of a volunteer or intern from their position due to performance or behavior issues.

  • Answers frequently asked questions from applicants and employees relative to standard policies, benefits, hiring processes, and other HR related topics. Refers more complex questions to HR Director.

  • Liaises with the City of Fort Collins as needed related to our contracted services which include, benefits, learning and development, performance management, FMLA administration, and payroll.

  • Maintains human resources recordkeeping systems according to state and federal laws including (but not limited to) employee files, I-9s, recruitment materials, and compensation data.

  • May assist with payroll functions such as approving timesheets, answering employee questions, and assisting with other payroll related tasks such as compiling and submitting data for annual pay increases.

  • Posts jobs, runs background and motor vehicle records checks, maintains applicant tracking system, and serves on hiring committees as needed. May attend job fairs or other events in the community to help attract and recruit diverse candidates.

  • Administers bilingual pay program including coordinating testing, reviewing and tracking test results, and processing bilingual pay differentials.

  • Establishes partnerships with community organizations such as Workforce Larimer County and assists with developing a candidate pipeline to recruit volunteers, interns, and staff from underrepresented and marginalized groups.

  • Conducts new hire orientation meetings and assists with establishing and maintaining onboarding programs for new staff.

  • Assists with developing and maintaining a Library District learning and development program which includes selection, implementation and maintenance of a Learning Management System (LMS).

  • Facilitates and/or coordinates training on HR related topics such as manager and new hire training, harassment prevention training, Clifton Strengths, and other topics as assigned.

  • Assists with planning, execution, and communications for special events such as benefits open enrollment, health fairs, employee recognition or other special events.

  • May assist with offboarding processes including exit interviews.

  • Conducts or assists with record audits and mandatory reports which may include I-9 audits, EEO-4 filings, payroll audits, and other compliance or recordkeeping reviews.

  • Cross trains with and provides back up support for the Human Resources Assistant position.

  • May attend or assist with employee disciplinary meetings, terminations and/or investigations.

  • Ability to develop and maintain effective working relationships with other departments, employees, management, elected officials and the general public.

  • Ability to anticipate needs, take initiative to learn new information and be comfortable taking the lead on new projects or initiatives.

  • Proficiency with or ability to quickly learn HR related software such as HRIS systems (such as JD Edwards), Applicant Tracking Systems (ATS), Learning Management Systems (LMS), and electronic data management systems.

  • Ability to develop and deliver staff training on human resources related topics.

  • Proficiency in Microsoft Office software, Teams, Zoom, SharePoint and Volgistics, with an aptitude to learn, implement, and operate other technologies or applications quickly.

  • Excellent organizational skills and ability to prioritize work.

Education/Experience: Bachelor’s degree in human resources or related field plus two years of related experience required, or equivalent combination of education and experience. Experience and/or documented training in employment law required.

Language Abilities: Ability to read, analyze, and interpret policies and procedures, safety and technical procedures, or governmental regulations. Ability to write reports, business correspondence, and policy and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

Reasoning Abilities: Ability to solve practical to complex problems. Ability to interpret a variety of instructions and policies furnished in written, oral, diagram, or schedule form.

Certificates and Licenses: Valid driver’s license required.

Supervisory Responsibilities: This job is responsible for direct supervision of at least one half-time classified employee and directing and overseeing the work of volunteers and interns.

The employee must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds.
