Overview 

POWER's mission is to help women reclaim their lives from addiction and related emotional health issues, and improve the well-being of future generations. We are an agency committed to providing quality gender-responsive, trauma-informed treatment and recovery supportive services to women with substance use and co-occurring disorders and their families. 

The CFO is responsible for overseeing financial, contractual, facilities, and IT operations at POWER. The CFO manages the financial resources of the organization, including accounting, finance, organization-wide budgets, and investments; and works with the CEO to develop and implement an annual budget and monitor progress against financial management goals, including long-range strategic goals. The CFO works closely with the Board Treasurer and the Finance Committee, and is a member of the senior leadership team, participating in the development and implementation of POWER’s policies, procedures, and programs that contribute to the overall success of the agency. The CFO serves as the organization’s chief security officer and provides oversight to the daily non-clinical financial operations of POWER. This senior-level position is also responsible for developing and monitoring statistical and financial reports to provide high quality management information. 

  Essential Duties and Responsibilities 

Budget & Fiscal Operations  

  • Develop, monitor, and revise agency budget; and work closely with the CEO and Management Team to oversee annual budgets and prepare forecasts. 

  • Generate monthly financial reports, including trend and exception reports, for the CEO, Treasurer and Board. Provide accurate and insightful information regarding the financial status and health of POWER. Analyze revenue and debt and provide recommendations and potential solutions. 

  • Work with Allegheny County Department of Human Services, Community Care Behavioral Health Organization, Medical Assistance, private insurance companies, other managed care companies and third-party payers to secure and execute contracts. Prepare budgets and budget modifications for all participating county and managed care contracts, work with CEO to negotiate rates, and maintain all contract and billing files and correspondence. 

  • Serve as the liaison to the financial investment vendor and all financial institutions; oversee banking and investment operations. Maintain investment reports. 

  • Direct and oversee the finance department of the organization, including internal fiscal controls, accounts payable, and accounts receivable and all billing activities.   

  • Develop and update internal Fiscal Policies that reflect best practices and are in compliance with all funding and regulatory bodies. 

  • Provide staff support to the Board Finance Committee. 

Audits & Accounting  

  • Manage and supervise accounting, audit, internal control functions, and accounts payable and receivable; and ensure accurate reconciliation of all accounts and expenses in compliance with all contracts, grants, and contributions.  

  • Manage payroll process and oversee work of payroll vendor. Work with staff and external auditors to complete annual audit, Form 990, and other required tax filings; and comply with federal and state filing requirements.    

Grants Management & Fund Development  

  • Develop budgets for funding proposals, monitor and report budget versus actual and variance statements to Program/Department Managers, Development staff and the CEO, and oversee preparation of final financial reports in accordance with funder guidelines. 

  • Review all monetary contributions to POWER and manage processing and reconciliation of contributions, working closely with the Development Department to ensure consistency, accuracy and compliance. 

Facilities, IT & Supervision  

  • Oversee facilities management making sure facilities are safe, clean, and adequately equipped, and in good repair, and ensuring compliance with regulatory requirements.  

  • Supervise Controller, Accounts Receivable Manager, and Program Revenue Coordinator; and, serve as liaison to contracted IT consultant/vendor. 

  • Work with IT professional and other consultants to ensure up-to-date technology and equipment that facilitates day-to-day operations. 

  • Evaluate and manage insurance needs (e.g., property, liability, workers compensation, etc.) 

  • Monitors and analyzes information and works with clinical staff to ensure accuracy of data. 

  • Serves on the Safety Committee 

Requirements 

  • Bachelor’s degree in accounting/finance; MBA or CPA preferred. 

  • Minimum of 5 years accounting experience; not-for-profit experience a plus.  

  • Minimum of 2 years of supervision experience.  

  • Proven track record as a key member of management in driving the bottom line of an organization. 

  • Ability to lead and plan strategically. 

  • Ability to meet deadlines and attention to details a must. 

  • Knowledge and practice of solid accounting best practices including cost accounting procedures and auditing. 

  • Strong computer skills and proficiency with accounting software, preferably QuickBooks. 

  • Self-directed and flexible to meet the needs of administration and management, and ability to manage multiple tasks. 

  • Understand and support a trauma informed system of care. 

  • Model and support clients and staff in health and wellness activities and with using healthy coping skills. 

  • Support organization’s mission with a sensitivity of cultural diversity and workplace harmony. 

  • Ability to secure Act 33 and 34 clearances. 

Working Conditions  

  • Ability to work in POWER’s various locations. 

  • Ability to work the hours necessary to complete the work.
