As a member of the Administrative Team, the Chief Human Resource Officer (CHRO) is responsible for developing and executing human resource strategy in support of the overall business plan and strategic direction of POWER, specifically in the areas of succession planning, talent management, change management, organizational and performance management, training and development, and compensation. The CHRO provides strategic leadership by articulating HR needs and plans to the Administrative Team and the Board. 

Annual salary range for this role is  $111,000 - $150,000
(All offers will be based off of relevant experience, education and skills)

Essential Duties and Responsibilities 

  • Serves as a member of the leadership team and Human Resources Board Committee and helps develop POWER’s strategic and tactical goals. 

  • Functions as a strategic business advisor to the Admin Team and management of each program regarding key agency and management issues providing human resources direction, advice, and counsel particularly from the perspective of the impact on employees.  

  • Annually reviews and updates the organization's policies, procedures, and practices on personnel matters, including the Human Resources Handbook.  Acts as a resource to all employees for the interpretation of policies and procedures. 

  • Maintains knowledge of industry trends, employment legislation, and case law, and ensures organization's compliance; and maintains responsibility for organization compliance with federal, state and local legislation pertaining to all personnel matters.  

  • Administers the Family and Medical Leave (FMLA) program, to conform with Federal Law and agency policy; advises and trains Managers and Supervisors on FML issues. 

  • Conducts an annual review of POWER’s wage and benefit program, compares organization’s compensation plan to regional benchmarks, and prepares and administers annual plan with the CEO.  
  • Administers employee benefits programs including retirement plans; medical, dental, vision plans; life insurance plans; temporary disability programs; and wellness programs.  
  • Establishes policies, procedures, and practices for recruiting, hiring, orienting, and terminating staff.  Annually reviews and updates Job Descriptions.  
  • Ensures quality employee performance review process and monitors for timely and appropriate performance appraisals of all employees. 

  • Develops comprehensive strategic recruiting and retention plans to meet agency needs.  Responsible for POWER talent acquisition, career development, succession planning, and retention.   

  • Establishes and maintains agency records and reports; directs others in the organization to ensure adherence to record-keeping guidelines. Completes annual audit of personnel files ensuring compliance with agency policies, federal, state, county laws, and licensing regulations. 

  • Monitors agency risks relating to legal requirements and government reporting regulations affecting HR functions to reduce risk exposure (e.g., OSHA, EEO, ERISA, and Wage & Hour).   

  • Consults with legal counsel as appropriate, or as directed by the CEO, on personnel matters.  

  • Serves as the Civil Rights Compliance Officer and has full authority and responsibility for receiving and investigating complaints of discrimination, harassment or retaliation.  

  • Administers all workers’ compensation claims, safety audits, and resolutions of safety concerns.  Responds to Unemployment Compensation Claim requests and attends UC hearings as necessary. 

  • Supervises the staff of the Human Resource department.  
  • Participates in staff and Board meetings and staff development activities as required.  Provides support to the Board HR Committee. 

  • Participates in POWER events as a member of the leadership team. (i.e., POWER Promises, Volunteer Appreciation luncheon, etc.) 

Requirements 

  • Master’s degree in Human Resource Management or related field; PHR/SPHR certification preferred. 

  • Minimum of six to eight years’ experience in human resources. Minimum of 2 years of supervision experience.

  • Excellent verbal and written communication skills. 

  • Strong organizational and time management skills; ability to effectively work in a fast-paced environment and to manage multiple, concurrent projects and activities. 

  • Good computer skills. 

  • Experience with, and interest in, non-profit organizations and collaborations desirable. 

  • Experience with, and appreciation of, diverse populations. 

  • Access to personal means of transportation. 

  • Self-directed and flexible to meet the needs of leadership and ability to manage multiple tasks. 

  • Understands and supports a trauma informed system of care. 

  • Models and supports clients and staff in health and wellness activities and with using healthy coping skills. 

  • Supports the organization’s mission with a sensitivity of cultural diversity and workplace harmony. 

  • Ability to secure Act 33 and 34 clearances. 

Working Conditions 

  • Ability to work in POWER’s various program sites. 

  • Ability to work the hours necessary to complete the work. 

  • Ability to climb stairs and lift light boxes.
