What are the responsibilities and job description for the Chief Deputy Assessor position at Powhatan County?
This position performs professional and administrative work in the planning, directing, and administering of the appraisal and assessment of real property within the County. Responsible for administering the Land Use Assessment Program. Conducts county-wide reassessment annually.
- Plans, develops, and administers commercial, industrial, and residential appraisal procedures.
- Reviews building plans and specifications to obtain information for new construction appraisals.
- Visits property to verify the information and ascertain the quality, grade, and factors to establish appraisal value.
- Administers the Land Use Assessment Program.
- Trains appraisal personnel staff.
- Confers with staff on the effectiveness of assessment techniques and personally assists appraisers on unusual or complicated appraisals.
- Makes final reviews and approves major technical decisions of staff.
- Conducts sales studies and maintains up-to-date information on local property value trends to set value rates for new reassessments.
- Reviews complaints concerning assessments, plans and organizes hearings on reassessments, and meets with taxpayers.
- Works with and advises the Board of Equalization.
- Represents the County as a defendant and appears in court when assessments are under litigation.
- Develops annual real estate budget and monitors all expenditures.
- Assists County Administration with budget estimates on real estate taxes for current/future years.
- Assists various departments and County Administration with assignments.
- Prepares a variety of correspondence.
- Prepares regular and special reports.
- Maintains department files and records.
- Performs related duties as assigned by the Commissioner of Revenue.
- Comprehensive knowledge of the methods and techniques, laws, rules, and regulations covering real property appraisal and assessment.
- Thorough knowledge of modern office practices including computer skills such as database entry and information retrieval, Word applications, and relevant software packages.
- Comprehensive knowledge of social and economic factors affecting property values, trends in development, and mathematics and statistics.
- Ability to communicate effectively, both orally and in writing.
- Ability to meet the public and to explain professionally the basis of current assessments.
- Must have good judgment and integrity.
- Ability to establish and maintain effective working relationships with other government officials and the public. Ability to train and supervise the work of appraisers and clerical staff.
- Skill in oral and written communication.
- The Commissioner of Revenue assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the results.
