Formulates/defines the support and delivery of information technology, providing quality, cost effective and timely solutions. May perform the following roles: application development, support, testing and functional analysis. Supervises programmer/analysts and technical professionals.
Responsibilities
Bachelor’s degree in computer science, engineering or related discipline with eight or more years relevant work experience. Appropriate certifications required.
Preferred Qualifications
A successful academic or work background indicating a demonstrated ability to absorb information, apply conceptual skills in practical applications, and achieve desired results in a highly technical, operating environment. Incumbent must effectively deal with the rapid technological and business change while maintaining enthusiasm and displaying sound judgment and common sense. Experience with object oriented programming and relational databases is preferred.

Responsibilities
- Formally supervises programmer/analysts and technical professionals. Completes performance documentation and approves time for direct reports.
- Develops/transfer skills to employees. Guides staff in developing specifications for accomplishment of similar tasks. Provides code reviews for intermediate, associate or senior programmer analysts.
- Effectively communicates with clients, peers and departmental management in business matters inclusive of those with technical content. Blends technical and non-technical perspectives in verbal and written communications, focusing on the underlying business benefit and/or impact of proposed action.
- Follows IT Service Management processes and may serve in the capacity of Change Advisory Board member, Configuration Coordinator or Problem Coordinator.
- Provides technical consulting on complex projects.
- Develops detailed specs, plans, estimates, schedules and monitors progress of all technical tasks related to development and change activities assigned.
- Independently interacts with departmental business partners to address routine financial, service and business matters. Recommends action on issues involving equipment acquisition and maintenance, contract negotiation, acquisition financing and consultancy requirements.
- Utilizes total quality methods and other contemporary management practices to deliver on the greatest number of requirements given budget and resource constraints.
- Reviews all software product and system definition activities ensuring that operational efficiency and functional integrity requirements are met
- Designs, codes, tests, debugs documents and maintains the most complex programs and major enhancements to systems.
- Plans, monitors and reviews hardware/software evaluations, package and/or vendor selections or system definition activities.
- Recommends implementation plans and strategies to management.
- Participates in the technological evaluation and planning projects which lead to the identification and introduction of new, cost-effective solution.
- Serves as technical expert in one or more highly specialized phases of applications systems analysis and programming.
- Devises or modifies procedures to solve complex problems considering computer equipment capacity and desired results.
- Identifies company and departmental projects designed to enhance the efficiency and effectiveness of computerized functions and services.
- Reviews and approves system documentation.
- Plans and monitors responsiveness of staff to technical problems and support requests.
- All other projects and duties as assigned.
