What are the responsibilities and job description for the Associate Siting Specialist/Intermediate Siting Specialist position at PPL Services Corporation?
This position is accountable for participating in the vision and strategy for the Transmission Siting Organization, by overseeing the siting of new lines and substations, rebuilds, and program work on the electric transmission system. The objective of this position is to assure that siting work conducted on PPLs behalf adheres to regulatory requirements and internal processes and procedures. The position demands professional knowledge of siting, and the ability to coordinate with various functional organizations and contractors to accomplish the goals and objectives of the organization.
Responsibilities:Associate Siting Specialist:
- Support the siting team in conducting environmental, regulatory, and feasibility studies to determine optimal locations for transmission lines and substations.
- Use GIS and/or AutoCAD to develop and update exhibits showing alignments, layouts, locations to support siting reports, real estate acquisition and regulatory submissions.
- Help draft and compile Public Utility Commission (PUC) filings and other reports.
- Review consultant reports, studies and other deliverables
- Assist in tracking project milestones, deadlines and deliverables to ensure timely completion of siting activities.
- Assist with coordination and attend public interface meetings, often held in the evenings.
- Participate in storm restoration efforts as assigned in designated areas.
Intermediate Siting Specialist:
- Coordinate with both internal resources and contract companies to conduct siting studies evaluate alternatives and select preferred routes/sites using decision analysis and problem solving techniques
- Oversee, and manage external siting contract companies to satisfy regulatory, environmental, and community relation issues related to new or re-built transmission lines and substations.
- Be accountable to ensure PPL's process, procedures and policies are being followed and scope, schedule, and budget are met for assigned projects whether siting activities are performed internally or by contractors.
- Problem solves and reduces or eliminates siting risks.
- Perform consistency reviews on siting applications prepared by others or prepare siting applications for PUC submission.
- Coordinate and attend public interface meetings, often held in the evenings.
- Work with Right-of-Way on land acquisition requirements to resolve negotiation issues with property owners.
- Interface with governmental agencies, municipalities, and customers.
- Participate in storm restoration efforts as assigned in designated areas.
Qualifications:
Associate Siting Specialist
- Bachelor Degree in Environmental Science, Engineering, or similar 2-year degree with 2 years experience.
- Basic knowledge of environmental practices and methods.
- Proficient in GIS or AutoCAD
- Interpersonal skills including communication, negotiation, presentation, conducting effective meetings, team facilitation or management with demonstrated diplomacy/tact.
Intermediate Siting Specialist:
- Bachelor Degree in Environmental Science, Engineering, or similar 2-year degree with 2 years experience.
- A minimum of 3 years of utility/environmental experience in the areas of siting, permitting, regulatory compliance, environmental impact assessment, or engineering.
- Basic knowledge of PUC regulations, utility, environmental or real estate terminology, practices and methods.
- Interpersonal skills including communication, negotiation, presentation, conducting effective meetings, team facilitation or management with demonstrated diplomacy/tact.
