Job Summary: We are seeking a highly experienced and driven Project Manager with strong technical leadership capabilities for large-scale, complex digital and web solution implementations. The ideal candidate will have 8 years of experience leading cross-functional teams, managing the full Software Development Life Cycle (SDLC), and overseeing complex technical projects in an Agile environment. This role requires expertise in analyzing, scoping, planning, and executing digital/web solutions while ensuring that all system requirements are met, risks are mitigated, and projects are delivered on time.
Primary Responsibilities:
- Project Leadership & Technical Oversight:
- Lead and manage large-scale digital/web solutions, acting as the technical, cross-team lead throughout the entire SDLC.
- Provide technical direction, guidance, and hands-on support when needed, performing full stack development responsibilities in alignment with project needs.
- Collaborate with stakeholders including AD tech advisors, management, cybersecurity, privacy office, product owners, release managers, and PMOs to define and communicate system-level solutions.
- Identify critical interfaces, document system dependencies, assumptions, and estimate the effort/time required for implementation tasks.
- Risk & Dependency Management:
- Identify, document, and manage project risks, including providing solutions to mitigate potential impacts.
- Ensure all constraints and dependencies are documented and tracked to completion.
- Organize, lead, and document technical stakeholder discussions to ensure that the solution meets business needs and aligns with technical and regulatory requirements.
- Agile Methodology & SDLC Management:
- Ensure user stories, epics, and tasks are clearly defined, actionable, and align with Agile INVEST criteria.
- Work with the team to ensure that all non-functional requirements are considered and met at each stage of the SDLC.
- Lead the development of technical stories for stabilization and production incidents, ensuring timely resolution and deployment.
- Collaborate with Solution Engineering to review and improve system performance, identifying technical debt and managing it within the operational and maintenance (O&M) backlog.
- Documentation & Reporting:
- Produce concise meeting minutes, PowerPoint decks, and other deliverables that clearly communicate technical solutions, risks, decisions, and progress to both technical and non-technical stakeholders.
- Document gaps in existing infrastructure or system documentation and ensure that necessary information is captured in a centralized repository (e.g., OneNote) for future reference.
- Stakeholder Engagement & Communication:
- Serve as the primary point of contact for Web Apps AD leadership, providing status updates, progress reports, and technical insights during program-level meetings.
- Drive alignment between teams through frequent collaboration, daily communication, and using tools like Teams channels and voice meetings to ensure everyone is aligned and working toward the same goals.
- Identify and address the root causes of production incidents, ensuring that all issues are resolved and validated in production environments.
- Team Collaboration & Technical Support:
- Work closely with internal teams, external contractors, and IRS SMEs to support system integrations and troubleshoot technical issues.
- Provide leadership in organizing technical code demonstrations and conducting code validation and production hardening checks.
- Assist in developing and prioritizing stories for technical debt resolution, ensuring a high-quality, sustainable codebase.
- Infrastructure & Integration:
- Quickly understand the Enterprise infrastructure, including both legacy and modernized systems, and the interfaces between them.
- Document integration points and architectural information in a centralized repository to ensure seamless future understanding and system maintenance.
Required Qualifications:
- Experience:
- 8 years of experience managing large-scale digital/web solutions, ideally in a technical project management or lead role.
- Proven experience leading cross-functional teams throughout the entire SDLC, from scoping and solutioning to deployment and maintenance.
- Strong background in Agile methodologies and managing Agile teams in complex, enterprise-level projects.
- Technical Skills:
- Proficiency in full stack development, with the ability to step in as a developer when required.
- Deep understanding of integration points and system architecture, including back-end legacy and modernized systems.
- Ability to lead technical troubleshooting, ensure production stability, and manage performance optimization.
- Agile & SDLC Expertise:
- Strong experience in creating and managing user stories, epics, and tasks in Agile environments, ensuring alignment with business and technical requirements.
- Expertise in managing non-functional requirements, including security, performance, and compliance (e.g., IRS RPLRs, NIST, FISMA, etc.).
- Stakeholder Management & Communication:
- Excellent communication skills with the ability to present complex technical concepts to non-technical stakeholders.
- Proven ability to lead and collaborate with diverse teams, including external vendors, SMEs, and IRS personnel.
Preferred Qualifications:
- Familiarity with IRS-hosted platforms and tools like OneNote for documentation.
- Experience working with Oracle RAC, Oracle Linux (RHEL 7), and other enterprise infrastructure components.
- Knowledge of security standards, including NIST, FISMA, and OMB, as well as Federal guidelines for system development and operation.
