SUMMARY:
The Family Services Manager works to create a cohesive, integrated plan of intervention and prevention services for Prairie Island Indian Community individuals and families. The Family Services Manager is a member of management and is responsible for the management and supervision of the entire Family Services Department. This position will also be responsible for the monitoring of compliance of the Indian Child Welfare Act (ICWA).
DUTIES AND RESPONSIBLITIES: The following duties and responsibilities are not meant to be all inclusive and may be adjusted to meet business needs.
• Hire, schedule, train, coach, and evaluate family services department staff and conduct performance reviews
• Develop and administer an annual budget and all applicable contracts and grants, and maintain controls on financials, including labor costs, to maximize efficiency and effectiveness of operations
• Implement policies, procedures and processes for enhanced day-to-day operations of department in alignment with strategic plan
• Develop, organize, assess and monitor compliance with policies and procedures for staff and all programs
• Network with area service agencies (MN tribes, state and county social services) to identify and develop specific plans for program improvement
• Monitor and ensure that goals and directives set forth in applicable grants and contracts from funding agencies are being met
• Provide written reports to Tribal Administration and Tribal Council, and attend Tribal Council meetings as required
• Participate as a member of a 24 hour emergency team
• Help provide leadership to develop case management based upon program goals
• Help identify case management needs and initiate a plan to, develop, manage and evaluate delivery of client system(s) within the program
• Available for consultation with staff before, during, and after working hours
• Coordinate with appropriate parties for trust and conservatorship services
• Maintain ongoing communication with treatment facilities in order to secure the rates and services necessary for Family Services clients
• Manage the recruitment and licensing of Native American foster homes
• Provide education, prevention and program information to the Prairie Island Indian Community and Native American population in the surrounding service area through gatherings, community meetings and newsletter articles
• Attend regional and local training and/or meeting sessions related to the Indian Child Welfare Act and other issues which affect family services and child welfare
• Attend and oversee multidisciplinary (inner-office) staff which include chemical dependency, health, education and family services to determine specific plans for clients served
• Other duties as assigned by Tribal Administration
MINIMUM QUALIFICATIONS:
• Bachelor’s degree in social work or human services related field
• Minimum of eight (8) to ten (10) years of human services related experience
• Related experience within some or all relevant social services fields including chemical dependency, family services, child welfare and mental health
• Supervisory experience and management
• Knowledge of ICWA
• Must excel in critical thinking, creative problem solving and achievement of outcomes in an effective and efficient manner
• Ability to manage departmental budget and control labor costs
• Excellent organizational skills
• Ability to maintain strict standards of confidentiality
• Excellent written and verbal communication skills
• Strong computer skills Microsoft Office (Word, Excel and Outlook)
• Ability to work independently and effectively with minimal supervision
• Ability to work well within the existing team and government structure
• Sensitive to Native American Culture
• Must pass drug screen (UA) and a federal criminal background check in compliance with the Indian Child Protection and Family Violence Prevention Act and the Adam Walsh Child Protection and Safety Act
• Valid driver’s license and proof of insurability
PHYSICAL DEMANDS:*
• Must have the ability to lift and carry up to 50 pounds
• Must be able to sit for long periods of time with occasional amounts of standing or walking
REQUIRED TRAINING:
• Effectively Handling Harassment training
• Any position-related training as determined by department manager
WORKING ENVIRONMENT:
• Work is performed primarily in an office setting, but may include occasional outdoor activities
