Responsibilities

PRC Wind/PRC Solar is seeking a highly motivated and experienced Environmental Permitting Manager to lead and manage all aspects of environmental permitting and compliance across our expanding portfolio of renewable energy projects, including wind, solar, and Battery Energy Storage Systems (BESS). In this critical role, you will also coordinate closely with consultants and subject matter experts throughout project development, ensuring the timely acquisition of all required studies and permits as projects advance. Furthermore, you will be responsible for developing and maintaining robust permitting and compliance systems and tools. The ideal candidate will possess excellent project management skills, and a proven track record of successfully obtaining necessary permits and approvals for complex energy infrastructure projects. Your expertise will be crucial in ensuring our projects are developed and operated in an environmentally responsible and compliant manner.

  • Permitting Strategy and Execution: Develop and implement comprehensive environmental permitting strategies for renewable energy projects from early development through construction and operation.
  • Regulatory Expertise: Maintain a thorough understanding of relevant federal, state, and local environmental regulations, including but not limited to NEPA, Clean Water Act, Endangered Species Act, Clean Air Act, and relevant state-specific regulations.
  • Agency Coordination: Serve as the primary point of contact with federal, state, and local regulatory agencies (e.g., USACE, EPA, FWS, state environmental agencies, local zoning boards). Build and maintain positive working relationships.
  • Environmental Studies and Assessments: Oversee environmental consultants in the preparation of biological surveys, cultural resource surveys, and other necessary environmental studies as well as permit application preparation.
  • Stakeholder Engagement: Collaborate with and advise internal teams (development, BD, land & title) and external stakeholders to address environmental concerns and ensure project acceptance.
  • Risk Management: Identify and assess potential environmental risks and develop mitigation strategies to minimize impacts and ensure project viability
  • Continuous Improvement: Stay informed of changes in environmental regulations and best practices and proactively implement necessary updates to company procedures.

Qualifications

  • Education:
    • Bachelor’s degree in environmental science, environmental engineering, natural resources management, or a related field.
  • Experience:
  • Skills:
    • Ability to work in a fast-paced business environment.
  • o Strong problem solving and strategic thinking skills; ability to add value through creative input and forward thinking.
  • o Driven, resourceful, and comfortable working in an entrepreneurial environment.
  • 5 years of experience with specific renewable energy technologies (solar, wind, energy storage). Strong preference given to individuals with multiple technology backgrounds.
  • Demonstrated success in obtaining environmental permits for complex projects.
  • Experience managing environmental consultants and budgets.
  • Strong Proficiency managing multiple projects simultaneously in multiple jurisdictions and geographical locations.
  • Strong knowledge of federal, state, and local environmental regulations relevant to renewable energy development.
  • Excellent project management, organizational, and time management skills.
  • Strong written and verbal communication and presentation skills.
  • Ability to work independently and collaboratively within a fast-paced environment.
  • Proficiency in Microsoft Office Suite.
Travel

  • Ability to travel up to 50% of the time.
  • Ability to attend local, state, and federal stakeholder meetings, landowner meeting events, and agency on-site meetings.
  • Strong preference for someone located within the Minneapolis area. Remote location considered but must be able to attend in-person company meetings in Minneapolis as required.
