We are currently seeking an FMS Engineering/Technical Program Analyst to support our Patuxent River, MD customer. The Program Analyst will provide Foreign Military Sales (FMS) Case support to the PMA-280 FMS Team.

Functional Description: Supports the efforts and actions of the Case Manager/Program Managers/Team Lead for various Foreign Military Sales (FMS) programs. With other members of the Security Cooperation team, and under the direction of the Case Manager/Program Manager/Team Lead, assists the Case Manager in analyzing and managing all aspects of FMS casework in accordance with the Arms Export Control Act, the Security Assistance Management Manual (SAMM) and the International Traffic in Arms Regulation (ITAR) as well as applicable DoD Acquisition policy guidance. In support of the above functions, a Secret clearance is required for the position. Security Clearance level obtainable after assignment to position is acceptable. The Contractor will determine security level achievability prior to placement.

Duties will include, but are not limited to:

  • Coordinating and hosting SAR Board meetings.
  • Supporting ICWG meetings and following up on action items.
    • Developing an agenda of topics in preparation for the meeting.
    • Creating decision memos that derive from the ICWG.
  • Processing and formatting Requests for Tests (RFT) for the engineering team.
    • Maintaining the tracker and coordinating outbrief for completed tests
    • Following up on actions that are recorded during the Test Integration Meeting
  • Processing and formatting Engineering Memos for the Engineering team.
  • Maintaining the Technical Exchange Request (TER) tracker and following up to document closure.
  • Following up on Hazard Reports (HAZREPS) to get responses from the program office to determine a satisfactory path forward.
    • Processing memos that contain an official response to documented hazards.
  • Other duties as required.

Required Experience: Three (3) to ten (10) years of relevant experience. A Journeyman level person typically performs all functional duties independently.

Required Education: Associate's degree in Program Management, Technical, or Business analysis discipline.

Desired Experience: Experience related to weapon systems acquisition and life cycle management. A demonstrated working knowledge of DOD SAP policies and procedures relating to FMS is required. Experience in identifying programmatic requirements for FMS agreements and responding to Letters of Offer and Acceptance (LOA), Price and Availability (P&A), Request for Information (RFI) and Request for Proposal (RFP) is required.

Must be able to obtain and maintain a Secret security clearance. Due to the sensitivity of customer related requirements, U.S. Citizenship is required.

Compensation at Precise Systems is determined by various factors, including education, experience, skills, competencies, and contract-specific requirements. The salary range for this position is $44,054 to $115,325.33 (annualized USD). This range represents the standard pay for this role and is just one component of Precise Systems' total compensation package.
