We are currently seeking a Senior Anti-Submarine Warfare Sensors / Tactical Warfare Operations Program Analyst, Senior to support our Arlington, VA customer. The Senior Program Analyst will :

  • Provide requirements knowledge, administrative support, financial management expertise and other relevant support and analysis during the PPBE process.
  • Provide support for funding priorities and acquisition development for all ASW Sensors / TacMobile programs through Department of Defense Joint Capabilities Integration Development System,

Acquisition and Planning, Programming, Budgeting Execution processes.

  • Provide support of analyses and evaluation of ASW sensors, weapons, TacMobile plans and requirements logistical and engineering technical aviation support, Military Construction requirements,
  • Non-Nuclear Ordinance Requirements (NNOR), and Non-Combat Expenditure Allowance Requirements and Procedures for OPNAV N980M.

  • Employ wide range of qualitative and / or quantitative methods in support of the assessment and improvement of complex Fleet Sonobuoy Non-Nuclear Ordinance Requirement (NNOR) and
  • Sonobuoy Non-Combat Expendable Allocation (NCEA) management processes and systems of complex Naval management resources issues to analyze the credibility of planning estimates

    through comparative analysis.

  • Conduct detailed review, analysis and evaluation of various plans, studies, trends, reports, legislation, capabilities, planning and policy directives, operational requirements, etc., to assess and
  • determine the impact on Navy missions.

  • Provide analysis to prioritize capability using warfighting requirements balanced against affordability.
  • Conduct economic, trend, and cost analysis studies, identify and conceptualize budgetary and programming problems and assist in the development of alternative solutions involving complex
  • and conflicting objectives; evaluate budget execution to ensure compliance and analysis to the government, corrective action; and evaluate impact of resource legislation in terms of fiscal

    policy changes and funding adjustments on program execution.

  • Provide draft responses to congressional inquiries, for review by the requirements officer and / or section head.
  • Brief budget execution and explain budget documentation
  • Conduct spreadsheet analysis, database management, and produce graphics packages in order to maintain and provide resource information.
  • Assist in the development of core program documentation including Concept of Operations, Joint Capabilities Integration and Development System (JCIDS) Documents, force structure, and
  • Key Performance Parameter (KPP) documentation, Test and Evaluation Master Plans, Capabilities Based Assessments (CBA), Initial Capabilities Documents (ICD), and Analysis of

    Alternatives (AoA).

  • Employ knowledge of Federal, DoD, and Navy acquisition policies, practices, legislation / regulations to be able to effectively assess acquisition program outcomes and provide those
  • assessments to the government for review and acceptance.

  • Utilize expert knowledge of the Navy Planning, Programming and Budgeting System (PPBS) and POM process to assist in the preparation of long-range and short-range planning guidance
  • in accordance with broad agency program policies and objectives for building, integrating, and defending the annual Navy POM.

  • Apply expert knowledge to design and conduct comprehensive reviews. Analyze and evaluate various plans, studies, trends, reports, legislation, capabilities, planning and policy directives,
  • operational requirements, etc., where boundaries are extremely broad and difficult to determine in advance.

  • Support the Requirements Officers in the management of Commander, Patrol and Reconnaissance Group Naval Aviation Requirements Group (NARG) priorities that shape budget
  • submission requests to support identified warfighter gaps.

  • Responses to internal and external (Congressional Staff, Office of Secretary of Defense, Navy Comptroller, Assistant Secretary of the Navy, Research, Development and Acquisition, Chief of Naval
  • Operations) information requests (i.e., data calls, articles for public release approval) for Government approval;

  • Issue sheets, program health assessments, and presentations for program objective memorandum and program readiness reviews;
  • Data entry into the Department of the Navy’s Portfolio Management Decision Support System tool, Probability of Program Success tool;
  • Data entry into the Assistant Secretary of the Navy for Research, Development and Acquisition’s Dashboard;
  • Data entry into the program office’s Risk Management Tool;
  • Program briefs using Microsoft PowerPoint software as well as using computer graphics (these graphics shall be developed to simulate areas of the sensor and / or system’s operation, and demonstrate the
  • capabilities of the proposed sensor and / or system’s design, and the projected ability to meet key performance parameters, technical performance measures, and assigned missions).

    Integrated master schedules and program metrics using Microsoft Project or Excel software;

  • Provide technical, programmatic and financial evaluations to support the Government’s continuous process improvement initiatives;
  • Provide minutes from meetings and track resultant action items;
  • Program office meetings, conferences, and working groups.
  • Prepare financial instruments such as : procurement initiation documents, AIRTASKs, and Workload Assignment Agreements, for recording in the Navy-Enterprise Resource Planning Tool.
  • Perform financial analysis, and total cost of ownership and life cycle cost trade off assessments;
  • Prepare budget and financial reports using Microsoft PowerPoint and Excel software,
  • Prepare obligation and expenditure reports for reconciliation and tracking;
  • Prepare analysis of internal program office, integrated product team, contract support services, and field activity spend plans for Program Manager review;
  • Assist in the preparation of formal responses to budget requests for information, including congressional inquiries.
  • Assess Chief of Naval Operations and Congressional impacts and issues to budgets;
  • Enter data into the Command Staffing Tool for workforce shaping

    Required Experience : Minimum of 15 years of experience with USN Maritime platform operations, and the NAVAIR acquisition process and / or requirements development on the OPNAV staff. Possess expertise with the following software systems :

  • Enterprise Task Management System 2.0 (ETMS2)
  • Required Education :   Bachelor's Degree

    Must be able to obtain and maintain a Secret security clearance. Due to the sensitivity of customer related requirements, U.S. Citizenship is required.

    Compensation at Precise Systems is determined by various factors, including education, experience, skills, competencies, and contract-specific requirements. The salary range for this position is $84,707.20 to $127,060.80 (annualized USD). This range represents the standard pay for this role and is just one component of Precise Systems’ total compensation package.
