EDUCATION AND QUALIFICATIONS:
Bachelor’s Degree
MINIMUM REQUIRED SKILLS/EXPERIENCE:
· Minimum of five (5) years of demonstrated experience managing federal contracts of similar size, scope, and complexity.
· Proven track record of managing performance-based contracts with multiple task areas and work locations.
· Deep understanding of the Federal background investigation lifecycle and continuous vetting processes.
· Excellent communication, presentation, and stakeholder engagement skills.
· Strong organizational and leadership skills with the ability to manage competing priorities under tight deadlines.
POSITION OVERVIEW
· Serve as the principal liaison between the Contractor and Government representatives, including the KO and COR.
· Exercise full authority to act on behalf of the Contractor on all matters related to contract operations and performance.
· Oversee the planning, execution, monitoring, and reporting of all contract requirements, including but not limited to: Telephone and Switchboard Operations, Application Ingestion, Case Maintenance, Item Level Processing and Post Closing activities and Program Management and Training Support
· Coordinate and manage the transition to the National Background Investigation Services (NBIS) platform and ensure ongoing continuity of operations.
· Monitor key performance indicators (KPIs) for timeliness and quality using Government tools (e.g., Performance Timeliness and Quality Report).
· Lead, supervise, and coordinate activities of subcontractors and any vendor partners under the contract.
· Conduct and attend monthly and quarterly program reviews, addressing Government feedback and concerns promptly.
· Maintain program compliance with Trusted Workforce 2.0 initiatives, federal security policies, and evolving DCSA operational requirements.
· Provide strategic planning and risk mitigation to manage fluctuations in workload volume and evolving mission requirements.
