Executive Director

 

 

The Executive Director of Piedmont Regional Education Program (PREP) is the Executive Officer of the Regional Program and is responsible to the PREP Joint Board of Control for the efficient and effective operation of the program. The Executive Director is expected to provide both leadership and vision to ensure continuous organizational development and improvement for the benefit of both the staff and the students receiving services through regional programs. Possessing excellent verbal and written communication skills.

 

Responsibilities include, but not limited to:

  1. PREP Board Relations - Serves as chief executive officer under the direction of the PREP Board: 

 

    • Implements all policies/instructions of the PREP Board.
    • Reports to the PREP Board about the status of programs, personnel and operations of Ivy Creek School.
    • Recommends actions to the PREP Board.
    • Communicates as liaison between the PREP Board and all PREP personnel.
  • Assists the Chairperson and Clerk of the Board in developing and distributing notices and agendas of the meetings of the PREP Board. 
  1. Instructional Leadership – Acts as educational leader of PREP: 
    • Oversees planning/evaluation of curriculum and instructional program for Ivy Creek School in collaboration with the ICS administrator.
    • Oversees planning and evaluation of the therapeutic program for Ivy Creek School in collaboration with ICS administrator and the therapeutic team.
    • Develops for approval by the Board procedures for adopting textbooks and other materials.
    • Maintains a current knowledge of developments in curriculum and instruction.
    • Conducts on-going program evaluation both for the Ivy Creek School and PREP services provided in participating school divisions.

 

  1. Policy Enforcement – Ensures compliance with all applicable school laws and regulations: 

 

  • Oversees compliance with applicable regulations under the IDEA and Commonwealth of Virginia regarding provision of Special Education to students with disabilities.
  • Makes recommendations for needed policy changes. Ensures compliance with applicable state regulations regarding regional programs/services.
  • Completes reports to the State Superintendent of Public Instruction as required.
  • Prepares and maintains administrative procedures, guidelines and regulations to be used to implement PREP policy 

 

  1. Personnel Management – Oversees staff personnel management: 
    • Supervises PREP administrative support and central office staff, service team leaders and ICS administrator.
    • Organizes recruitment of personnel.
    • Supervises evaluation of personnel.
    • Develops or makes available relevant professional development opportunities for all staff, in collaboration with ICS administrator.
    • Provides for maintenance of up-to-date job descriptions and employment contracts for all personnel.
    • Establish practices to facilitate regular and consistent avenues of communication with both ICS and PREP staff 
  1. Facility Management – Oversees facility management: 
    • Prepares long and short-term plans for facilities
    • Ensures the maintenance of PREP occupied sites and safety of personnel and property
    • Initiates and manages any service contracts needed to maintain current facility
    • Approves the utilization of ICS property
    • Represents PREP before local and state agencies which control building requirements or provide financing for buildings 
  1. Fiscal Responsibilities – Oversees financial management: 
    • Prepares budget for PREP Board approval
    • Ensures that expenditures are within the limits approved by the PREP Board
    • Establishes procedures for procurement of equipment and supplies
    • Establishes procedures for monitoring staffing needs and criteria for the hiring of staff and use of reductions in force (RIF) 
    • Develops and implements plans to increase PREP revenue
  1. Regional Activities and Public Relations: 
    • Articulates educational programs, services and needs for the region
    • Responds to concerns expressed by participating district superintendents and special education directors
    • Involves the participating district superintendents and special education directors in planning and problem solving for PREP programs and services
    • Coordinate and facilitate meetings with each participating division, at least annually, to discuss expectations for related/consultation services and the program at Ivy Creek School 
    • Researches the feasibility of and develops, as appropriate, additional programs and services to meet the needs of participating school divisions.
  1. Requirements:

 

  • Masters’ Degree in related field
  • Valid Administration and Supervision PreK-12 License
  • Valid Special Education teaching license
  • Documented 5 years successful experience as a department director or school administrator in an education agency with direct experience in programming for students with disabilities 

 

  1. Preferred:
    • Doctorate in related field
    • Experience with therapeutic public or private day school program(s)
    • Experience with budget development and management for a department 

 

  1. Salary:

 

  • Competitive Salary based on experience of successful candidate
  • Annual compensation for the Executive Director will be determined through board action on recommendation from the Executive Director Evaluation Committee
