Overview

Presbyterian Homes is seeking a full time Employee Relations and Compliance Manager to join their team.

 

The Employee Relations & Compliance Manager is responsible for overseeing employee relations, managing high-risk employment claims and workplace investigations, and proactively mitigating risks. This role ensures employee relations compliance with legal and regulatory standards, as well as Presbyterian Homes and Services (PHS) policies, mission, values, and culture. Additionally, the manager will oversee HR policies, procedures, and practices to ensure alignment with federal, state, and local employment laws. This position also partners on compliance-related reporting, analysis, monitoring, and automation. REPORTING STRUCTURE The Employee Relations & Compliance Manager reports to the Director of HR Strategy and Compliance.

Responsibilities

Responsibilities include but are not limited to:

  • Employee Relations, Compliance, Investigations, and Dispute Resolution:
    • Oversee and resolve complex employee relations issues, ensuring fair and consistent application of policies and practices in alignment with the PHS’ mission and cultural values.
    • Ensure strong employee relations (ER) support for compliance issues, investigations, and dispute resolution.
    • Provide expertise in handling complex ER cases, ensuring consistency and legal compliance and serve as the first level escalation and support to RDHRs.
    • Develop strategies to manage disputes efficiently while aligning with PHS policies and multi-state regulations.
    • Track employee relations trends and recommend proactive solutions that align with PHS values and business objectives.
  • High-Risk Investigations:
    • Direct and oversee high risk investigations in the workplace. Assess risk level and determine appropriate level of participation (lead, guide, partner etc.). Ensure proper documentation of, and consistent management of employee relations issues.
    • Serve as first level escalation and support to RDHRs. Work closely with RDHRs to ensure consistent HR practices across PHS campuses.
    • Provide guidance and support to regional HR teams on employee relations cases, policy interpretations, and compliance concerns.
    • Work cross-functionally with home office, regional, site, legal, and compliance teams on complex investigations.
  • Employment Claim Management:
    • Oversee workplace investigations and claim management, handle high-risk employment disputes, harassment, and discrimination claims.
    • Manage internal and external employment claims, including EEOC, DOL, federal, state, or local inquiries. Act as a liaison with external agencies when needed.
    • Partner with legal counsel to develop response strategies and represent the organization in employment-related claims.
  • Compliance Management:
    • Ensure adherence to federal, state, and local employment and labor laws (EEOC, FLSA, ADA, FMLA, NLRA, etc.)
    • Ensure accurate reporting of HR data and audits specific to each state where PHS operates. Participate in compliance reporting including EEO-1 filings, affirmative action programs as requested/needed.
    • Conduct regular HR compliance audits and risk assessments, and participating in corrective actions and solutions as needed.
    • Collaborate with HR leadership, legal teams, and business units to drive HR employee relations and compliance initiatives and strategies.
  • HR Compliance Policies and Training
    • Lead the review, update, and communication of the Employee Handbook, ensuring alignment with laws and regulation, PHS policies, while upholding PHS’ mission, values, and objectives in all states where PHS operates. Ensure legal review, stakeholder input/feedback in the process.
    • Partner with Training & Development teams to create and deliver HR-related training programs.
    • Monitor employment law changes and provide input and guidance on their impact to PHS policies and HR practices, ensuring continued alignment with PHS’ standards and codes of conduct. Participate in the creation, updating and communication of HR policies and procedures to reflect legal changes and best practices.
  • Risk Analysis & Data Analytics:
    • Analyze and track HR data to identify trends in employee relations, turnover, compliance gaps, and labor risk exposure.
    • Develop predictive models for workforce risk assessment, and employee relations vulnerability.
    • Provide risk-based recommendations to HR leadership, leveraging HR analytics tools.

Qualifications

  • Bachelor’s degree in HR, Business, Law, or related field (Master’s preferred). HR certification (e.g., SHRM-CP, SHRM-SCP, PHR, or SPHR) preferred.
  • 7 years in HR compliance, risk management, employee relations, labor relations and employment law.
  • Proven experience in handling high-risk and complex investigations, sensitive employee relations matters, employment claims, and compliance audits.
  • Demonstrated experience in proactive employee relations, employee engagement, and workforce risk mitigation. Strong knowledge of employment law, HR compliance, and labor regulations, including NLRA and NLRB rules.
  • Proficiency in HR technology platforms (e.g., compliance tracking systems, HRIS reporting, analytics tools).
  • Excellent investigative, negotiation, and conflict resolution skills.
  • Excellent communication, problem-solving, and interpersonal skills.
  • Ability to work effectively with cross-functional teams, including regional HR leadership.
  • Demonstrated ability to read, write, speak, and understand the English language to communicate with all customers.
  • Demonstrated compatibility with PHS’ mission and operating philosophies.

Pay Range

The estimated starting pay range for this role is $102,000 -$126,500 per year. This good faith estimate is based upon PHS’s typical starting pay range for this role. Actual pay range depends on many factors including each individual employee’s qualifications and market conditions and is subject to change.

Full-time benefits-eligible employment begins at a minimum of 30 hours per week:
