Position Purpose
This position is an Executive Program Administrator at a foster care level community home for youth who are victims and survivors of human trafficking, specifically commercial sexual exploitation of children (CSEC). The organization Present Help in the Time of Trouble Refuge, Inc., a 501 (c) (3) non-profit organization dedicated to creating a nurturing and safe environment for women, children, and individuals facing various challenges has contracted with the City of Philadelphia, to provide these community home placement and supportive services for CSEC youth for the City.
Job Summary
In this vital role, the individual will be responsible for shaping the organizational structure and effectiveness of programs aimed at supporting youth affected by human trafficking. The individual exhibits leadership in ensuring that the CSEC programs are adequately resourced, effectively manage, and responsive to the needs of the youth they serve. The individual reports directly to the CEO and provide supervision to the resource parent supervisor, resource parent, and peer mentor. The responsibilities for this position encompass a variety of tasks related to program management, policy development, staff supervision, and community engagement.
Responsibilities
Specific Duties Include but Are Not Limited To:
Staff Supervision and Training:
· Hire, train, and supervise staff members, including social workers, resource parents, and teen mentors.
· Provide ongoing training and professional development to ensure staff are equipped to work effectively with youth who have experienced trauma.
Collaboration and Partnership Building:
· Establish and maintain partnerships with community organizations, government agencies, law enforcement, and other stakeholders to facilitate a coordinated response to human trafficking.
Data Collection and Analysis:
· Implement systems for data collection and analysis to evaluate program effectiveness, track outcomes, and inform decision making.
· Analyze trends and make recommendations for program improvements.
Crisis Management:
· Develop and implement crisis management protocols to address emergencies and ensure the safety and well-being of youth involved in the program.
Documentation and Reporting:
· Ensure that all necessary documentation is completed accurately and in a timely manner.
Building a Supportive Culture:
· Foster a positive and supportive organizational culture that prioritizes the well-being of both staff and youth.
· Promote a trauma informed approach throughout the organization.
On Call Monitoring:
Develop the on-call schedule to ensure optimal coverage and availability to guarantee timely responses and support.
Maintain reliable availability and service that ensures prompt response and adequate staffing.
Educational Background: Master’s degree in social work.
Experience: Significant experience in a leadership role for social work and social services, with a demonstrated track record of successful program management.

Working Conditions:
- This position may require occasional evening and weekend work for events or meetings.

- This position is on-call duty and possible afterhours and weekends work.
