Specific duties include:
- Manage residents’ re-certification, rent increases, utility allowance changes, controlled expenses, and tenant satisfaction.
- As required, process residents’ recertification; ensure that scheduled recertification for LIHTC and Section 8 is completed on time; report to On-site Property Manager on status of recertification monthly and discuss any discrepancies.
- Maintain occupancy level of 97% or better:
- Work with the On-site Property Manager and the PMI Marketing Coordinator to develop tenant marketing plans for the property; distribute sales materials and conduct marketing activities to attract prospective tenants to the property.
- Read and keep track of tenant applications on the “wait list;” update and maintain the “prospect tracking report” in the Boston Post database.
- Read and file all received applications; perform preliminary review of all received applications and determine if applicants appear to be income and program eligible.
- Make appointments with prospective tenants; help show available units to prospective tenants.
- Ensure that renting and advertising practices are not discriminatory; implement the resident selection procedure to ensure adherence to the site Affirmative Fair Housing Marketing Plan and Resident Selection Criteria, including all targeted occupancy requirements identified in the governing documents.
- Help the On-site Property Manager to enforce the terms of rental or lease agreements and termination-of-lease procedures; collect delinquent accounts promptly; submit outstanding accounts to collections and special billing.
- Monitor reports that all security deposits are processed within 30 days of tenants moving out.
- Prepare all paperwork for the On-site Property Manager for final approval prior to tenants moving in or transferring to different units.
- Includes leases, move inspection forms, request for lease approvals, and other necessary paperwork.
- Assist the On-site Property Manager in preparation for all site REAC reviews, Management and Occupancy Reviews (MOR), Investor Site Reviews, and Low-Income Housing Tax Credit (LIHTC) reviews.
- Ensure a minimum rating of “Satisfactory” in any review or audit and no corrected 8823.
- Respond to agency communications within required timelines; prepare responses to audits, including recommendations for procedural changes.
- Log onto and update company computer-based records, including maintenance of accurate resident household information; submit required company, governmental, or agency reports in a timely manner.
- Travel to local bank branches and make deposits of property revenues on an as needed basis.
Requirements
- Candidates should possess a high school diploma – Associates Degree preferred;
- Three years related property leasing experience preferred or an equivalent combination of education, training, and experience.
- Desirable applicants have completed industry course work in Certified Occupancy Specialist training or being willing to take classes.
- Site Occupancy Specialists should possess an introductory knowledge of some or all of the following initiatives:
- Implementation and compliance requirements for federal housing programs such as Low Income Housing Tax Credits;
- Section 8 Project and Tenant Based (including Preservation/Enhanced Vouchers) programs; Section 8 Moderate Rehabilitation and the Project Based Voucher program;
- Rural Development 515 and Rental Assistance programs;
- Section 236 Interest Reduction and Section 221-d-3 programs;
- FHA and Risk Share mortgage insurance programs as well as state funded housing programs.
- Current knowledge of all applicable local, state, federal and industry standards required of occupancy specialists, including: all HUD, Rural Development, and IRS rules and regulations specific to their assigned property;
- Experience in the use of business computer systems and software such as Microsoft Excel, Word, and Outlook.
