Prevailance is seeking an experienced and mission-focused professional to support Commander, Naval Surface Forces Pacific (CNSP) and Afloat Training Group Pacific (ATGPAC) as a Senior CNSP Surface Force Training Requirements Developer and Functional & Systems Analyst. This senior-level position requires an experienced surface warfare professional to oversee and enhance training, certification, and operational readiness for ships in the Pacific Fleet.
The Senior CNSP Surface Force Training Requirements Developer and Functional & Systems Analyst shall have a comprehensive understanding of surface warfare training, resource management, and strategic program planning, with a focus on optimizing training and certification programs to ensure a well-prepared, ready fleet.
Responsibilities include, but not limited to:
- Training Standards & Certification:
- Develop and refine training standards and certification processes for the Pacific Fleet.
- Conduct analysis, monitor training metrics, and track certification statuses to maintain a high level of fleet readiness.
- Generate and implement requirements for Ballistic Missile Defense (BMD) training and mission area certification, ensuring up-to-date standards are met across commands.
- Process Improvement & Quality Assurance:
- Lead workshops and conduct gap analyses to improve training processes and outcomes.
- Identify best practices to optimize CNSP/ATGPAC training, aligning with Naval Education and Training Command (NETC) requirements.
- Ensure program quality control and data accuracy, supporting informed decision-making and policy development.
- Program Management & Resource Allocation:
- Manage scheduling and conflict resolution for ship training and certification programs, balancing manpower and resources effectively.
- Develop Program Objective Memorandum (POM) submissions to support funding for critical Surface Warfare training initiatives.
- Data Management & Systems Administration:
- Utilize Navy information systems, including TORIS, RADM, and NTMPS, to monitor, analyze, and report on surface ship training metrics.
- Provide comprehensive data analysis and systems administration to streamline certification tracking and readiness reporting.
- Executive Support & Stakeholder Communication:
- Prepare Flag level briefs and reports on training status, certification progress, and readiness metrics.
- Engage with higher headquarters and other major stakeholders to communicate program updates and identify improvement opportunities.
Requirements
Experience:
- Surface Navy Background: 20 years of experience in the Surface Navy, including senior-level shipboard operational roles such as Commanding Officer, Task Group/Squadron Commander, or Deputy Warfare Commander.
- Major Staff Level Experience: At least 2 years with a Navy major staff (e.g., OPNAV, Fleet, TYCOM) at the senior officer level.
- Afloat Training Programs: 5 years in managing Surface Navy training programs, including resource management and monitoring Navy Surface Ship training metrics.
- Navy Information Systems: Proficiency in systems like TORIS, RADM, or NTMPS for training and operational readiness tracking.
- Workshop Facilitation & Team Leadership: Skilled in conducting process improvement workshops and leading teams in gap analysis and process optimization.
- Defense Training & Certification: Experience with Department of Defense Training and Warfare Area certification processes.
Knowledge Areas:
- Surface Warfare Doctrine: Familiar with SFTRM, SWATT, LFWAP, and SMWDC mission objectives.
- Funding & Resource Management: Understanding of TYCOM funding processes, Contract Air Services (CAS), and POM requirements.
- Synthetic Training Systems: Knowledge of shipboard synthetic training system capabilities supporting the tactical training continuum.
- Fleet Training Strategy: Knowledge of Fleet Training Range Management, USFF Live Virtual Constructive Initiatives, and the Ready Relevant Learning Initiative.
- Microsoft Office Suite: Proficient in Microsoft Office for data analysis, reporting, and presentations.
Education:
Bachelor’s Degree (No specific discipline)
Security Clearance:
Must be able to obtain and maintain a Secret security clearance

Salary : $80,000 - $135,000
