Job Summary
The Owners Authorized Representative I (OAR I) is primarily responsible for managing, overseeing, and coordinating all facets of pre-construction, bid, award, construction, and close-out phases of assigned projects as outlined in the description below.

Key Responsibilities:
  • Manages, oversees, and coordinates all facets of the pre-construction, bid and award, construction, and close-out phases of assigned projects
  • Reviews pre-construction documents and submits comments to Designer as necessary
  • Plans, organizes, and prepares reports to upper management with respect to the status and/or progress of the projects
  • Coordinates with all pertinent public agencies during pre-construction and construction to comply with all off-site work; coordinates with various District and project staff
  • Manages both the project budget and schedule to meet the District’s qualitative standards
  • Monitors project budget on a monthly basis and ensures that the budget accurately reflects the project status/progress
  • Manages the daily activities of the contractor, reviews contractors’ construction schedules and submittals, and coordinates responses to the contractors’ inquiries through requests for clarifications (RFC) and other related documents
  • Reviews substitution submittals from contractors to ensure specification and/or District requirements are complied with
  • Receives, reviews, and negotiates contractor change order proposal(s) to achieve a fair and reasonable price in accordance with the general conditions
  • Reviews and addresses any and all schedule impacts in accordance with the project specifications in a timely manner
  • Reviews the process and monitors payments for the contractor, architects, engineers, and any other pertinent parties
  • Administers provisions of professional service agreements between architects and the District
  • Coordinates District delivery of related fixtures, furniture, and equipment
  • Monitors and manages project close-out with respect to project certification with the Division of State Architects (DSA) and project financial close out
  • Performs other duties as assigned

Required Skills/Abilities:
  • Possesses contract management skills and experience
  • Strong skillsets in Microsoft Office products
  • Effective verbal and written communication

Education and Experience:
Required:
  • Ten years full-time paid professional experience in construction and/or a combination of project and construction management of commercial and/or public/educational facility construction.
  • Three of the ten years should have full responsibility for coordinating complex projects with construction values of more than $10M.
  • There are three ways to meet the education requirement, EITHER:
(a) Graduation from a recognized college or university with a bachelor’s degree in architecture, engineering, or construction management –OR–
(b) Graduation from a recognized college or university with a bachelor’s degree. The candidate must be able to complete the Certified Construction Manager (CCM) credential within one (1) year of employment –OR–
(c) Possession of a valid Certified Construction Manager (CCM) credential may be substituted for the required education
Preferred:
  • Design build experience
  • Experience utilizing Building Information Modeling (BIM)
  • Experience with Leadership in Energy and Environmental Design (LEED) certified projects and/or the Collaborative for High Performing Schools (CHPS)
  • Experience with Division of the State Architect (DSA) construction/design processes
  • Knowledge of and experience with Safety and OSHA Safety Regulations (OSHA 30 minimum)
  • A valid Certificate of Registration as an Architect by the California Architectural Board or Professional Engineer by the State Board for Professional Engineers and Land Surveyors
  • A valid Construction Manager (CCM) credential by the Construction Manager Certification Institute (CMCI)

  • Number of years working for a public agency (including but not limited to educational institutions)
  • List of all educational achievements including (1) college(s)/university(ies) attended, major and area of emphasis, degree received (Associate, Bachelor’s, Master’s, etc.), and year degree received, (2) certificate courses attended and completed, and (3) other training courses attended. Note: if a degree was not completed, indicate number of credits obtained.
  • List of all professional licenses or certificates including the license/registration number and expiration date
  • List of awards received
  • Detailed employment history with each company or government agency including
o Name & contact information of the firm or agency,
o Start date and end date (month & year)
o Positions held
o List of projects/programs managed including project value, location of assignment, roles and responsibilities, and contribution to each project

Working Conditions
This position is 100% on-site in our client’s office location; work schedule to be determined by supervisor. The physical demands described here are representative of those that must be met by an employee to successfully perform the primary functions of this job. While performing the duties of this job, the employee is frequently required to move about the inside and outside of the location to access office equipment, etc. The person in this position frequently communicates with employees and must be able to exchange accurate information in these situations. Constantly operates a computer and other office machinery, such as a computer, copy machine, etc.
