Job Description
Program Manager Position. This position provides primary representative responsible for all performance of work awarded under this contract, participating in program management reviews, and ensuring all standards referenced herein are adhered to. The contractor shall provide the following :
- Have a minimum of five (5) years management experience. The alternate manager shall have a minimum of three (3) years of management experience
- Bachelor's degree (postgraduate or higher) or Project Management Certification (PMP)
- Support stakeholder meetings, staff meetings, engineering meetings, andother program meetings
- This person and an alternate or alternates, who will represent the contractor when the program manager is absent, shall be designated in writing to the contracting officer prior to the contract start and updated as necessary
- Have full authority to act for the contractor on all contract matters relating to daily operation of this contract
- Program manager and / or alternate shall be available when requested to meet at Andrews AFB, Bolling AFB, and / or the Pentagon or other National Capital Region (NCR) Government locations with Government personnel (designated by the contracting officer) to discuss or address any problem areas with the mission or support
- During urgent requests by Government or information needed by Congressional direction, the manager or designated alternate shall be available within two (2) hours of the notification by the COR or CO.
- Occurrences of urgent matters vary and cannot be well defined; however, historically these types of matters have happened approximately twice in a month but not on regular monthly basis
- Provide resumes substantiating the qualifications of replacement employees of these positions five (5) workdays prior to hiring during the performance of this contract. The program manager and / or alternate
- must be able to read, write, speak, and understand English. The position shall at no time be vacant
- Notify the Contracting Officer Representative (COR) and Technical Point of Contact (TPOC) via a Problem Notification Report (PNR) of any technical, financial, personnel, or general managerial problems
- encountered throughout the performance of the task order (IAW the Quality Control Plan)
- Provide successful management and supervision of employees of various labor categories and skills in projects similar in size and scope as
- referenced under this contract
- Experience in an operational and staff background like the one for which these requirements are being performed
- Experience managing a team effectively and efficiently in the DoD environment and have the knowledge of the mission as the team lead
- Experience working within a Firm Fixed Priced (FFP) contract where utilizing the personnel is essential at completing all the required tasks. This type of experience will ensure that all functional areas and tasks are met per the contract or task order.
