Job Description
Customs and Border Protection (CBP) is seeking one (1) senior acquisition analyst to support the Integrated Services, Shared Services and Acquisition Program Management Branch in Washington DC. The contractor shall be a qualified senior professional with skills to support Federal acquisition tasks. This position is essential to the administration and management of work performed in support of this contract.
The Government desires contractor staff to be a senior acquisition and project management subject management proficient in the practices and possess requisite skills and experience to meet acquisition requirements and assigned tasks in the Statement of Work over the contract life cycle.
Job Requirements
The contractor shall :
a. Have at least a bachelor's degree in business, management, acquisition, procurement, contracting or a related field.
b. Have at least 10 years of experience (as a senior acquisition professional) leading major acquisition efforts including planning, managing, and executing acquisition, procurement, contracting and business projects and programs.
c. Lead efforts, developing acquisition, procurement, contracting and business requirements including planning, developing strategies, and establishing best practices; conducting market research; drafting cost estimates; and preparing, managing, and tracking acquisition documents and packages including the Statement of Work, Statement of Objective, Market Research, Independent Government Cost Estimate, Source Selection Documents, Request for Proposal, Request for Information, Acquisition Plan, Source Selection Documents, Evaluation Criteria, and additional pre-award and post-award contract documents.
d. Manage contract portfolios including tracking contracts, coordinating, and managing acquisition and contract management actions, requirements, deliverables, and documentation.
e. Manage acquisition administration and contract management functions including preparing, reviewing, analyzing, and editing analyses, point papers, acquisition management reports, acquisition strategies, alternatives, and acquisition documentation.
f. Be proficient with acquisition tools to include but are not limited to : Federal Supply Schedules (FSS), System for Award Management (SAM), GSA e-Library, GSA Advantage, GSA eBuy, and Small Business Administration (SBA) Dynamic Business Search.
g. Effectively communicate with senior leadership both orally (in common English narration) and in writing.
h. Have the ability to lead and manage multiple projects and work under pressure with tight deadlines in a teamwork environment.
i. Be proficient in Microsoft Office 2000 or later with emphasis on Microsoft Word, Excel, PowerPoint, and Project, and other applicable database and office automation products, to include Microsoft SharePoint and Microsoft Teams.
j. Have the ability to obtain an active adjudicated CBP Background Investigation.
k. Have the ability to work onsite at the Government's facility in Washington DC as required (no more than two days a week) and work remotely.
