AECOM-DBS JV is seeking a Facilities Engineering Construction Manager to support the Chicago Department of Water’s multi-billion Capital Improvement Program (CIP). This position will represent DWM with oversight to various service providers in completing a range of CIP projects that include
planning, designing, and construction oversight.
A highly qualified candidate would be an engineer with construction management experience in large municipal capital improvement programs with Design-Bid-Build delivery mechanism. Experience with managing and collaborating with large joint venture projects is preferred, in addition previous experience with water infrastructure projects is preferred.

Who You Are
- You have a Bachelor’s degree in Civil, Structural, or Mechanical engineering or a related discipline
- You have 15 years of relevant experience or demonstrated equivalency of experience and/or education.
- You have Professional Engineering (PE) license in Illinois or the ability to obtain one within first 6 months of employment
- You have a Project Management Professional (PMP) Certification
- You have 15-20 years of progressive experience in Water/Wastewater Facilities as an engineer and project manager
- You have experience working on municipal projects.
- You have proven interpersonal skills, including client interaction, public speaking, and persuasive ability; strong project financial management along with ability to lead diverse, multi-disciplined teams.
- You will serve as the Construction Manager responsible for supporting DWM with providing oversight on improvement to major water system facilities that include water purification plants; intake structures; pumping stations; reservoirs; hydraulic structures. buildings/structure and large conveyance for raw and finished water supply tunnels
- You will manage construction of water facilities with multi-disciplinary improvements (e.g., electrical, mechanical, structural, processes and architectural).
- You will provide oversight to electrical/mechanical equipment commissioning
- You will manage project teams and monitor consultants’ compliance with contractual commitments
- You will manage the process of hiring a resident engineer who are a part of on call engineering firms and field inspector to oversee the construction of projects
- You will work in conjunction with the Resident Engineer to ensure that the work is being executed and performed with the contract documents.
- You may manage all phases of construction projects (from beginning to close out)
- You will manage the schedule and budget of projects, coordinate and communicate project progress with the client, and facilitate and resolve project issues and scope changes with design team and the client.
- You will work mostly independently, but receive basic instruction on specific assignments, objectives, complex features, and possible solutions.
- You will monitor and report financial and completion status of projects to client, and receive technical guidance on unusual or complex problems and supervisory approval on proposed plans for projects.
- You will occasionally be involved with field work at facilities related to design and construction projects.
- You will manage one or more moderately complex design projects, involving coordination of multiple engineering disciplines, consultants and/or various agencies.
- You will supervise other engineering and technical staff, and perform such other duties as the supervisor may from time to time deem necessary.
