Job Description Summary
The Controller provides leadership and management of the Controller's Office while performing highly technical duties in the College's Office of Finance. The Controller also manages the College's budget and ensures financial compliance with regulatory requirements to support its financial stability and academic mission. As a member of the finance management team, the Controller works closely with the Vice Presidents and President in all areas of financial responsibility.

- Bachelor's degree in Accounting, Finance, Business Administration or related.
- CPA certification (preferably current license in Maryland or ability to obtain a Maryland license within 6 months)
Experience (requirements)
Three years of full-time experience as a controller, preferably in higher education.Two years of management experience in general ledger accounting operationsFour years of supervisory experienceCriteria

ESSENTIAL DUTIES
Manages general operations including the Bursar's Office, Payroll and General Ledger accounting functions, specifically : accounts receivable, accounts payable, cash management, general ledger postings, bank reconciliations, financial aid transactions to include Federal, State, Institutional and external scholarships and grants.Establishes and maintains written accounting policies, procedures, and forms necessary to maintain compliance with generally accepted accounting principles, with Governmental Accounting Standard Board (GASB) standards, county / state / federal requirements, and internal control requirements.Supervise and evaluate any assigned staff. Responsible for ensuring that all supervised staff are provided appropriate and specific training and guidance to successfully execute their responsibilities.Review financial reports for consistency, accuracy, accountability, and timeliness.Coordinate with Data Science, Innovation and Effectiveness (IT) to establish internal controls to safeguard college assets and to assure the reliability of financial reporting including the integrity of Ellucian Colleague Financial System operations, security, updates and new versions.Prepares financial reports for the state education associations, Maryland Higher Education Commission and Maryland Association of Community Colleges and the Federal Integrated Postsecondary Education Data Systems (IPEDS).Oversee the timely closing of month- end and year- end financial account activities.Train and cross-train for essential positions, developing and maintaining adequate back-up personnel.Coordinate with the college auditors for all financial and / or compliance audits for the college and the foundation including preparation of financial schedules and general ledger reconciliations, and management of timely submission of regulatory reporting : CC-4, CC-5, and others as required.Oversee the college collection processes including various college staff responsible for cash collection and accounting activities, conducting all account receivable dispute resolution discussions and meeting with vendors, employers, parents, and students.Oversee timely and accurate deposit of all college funds.Direct the timely mailing of appropriate billing according to college schedules.Plan, develop and monitor annual budgets for the Controller's OfficeResponsible for performing special studies, investigations, or other services as directed by the Vice President of Financial Services and Operations.Oversee staff training for Ellucian Colleague financial management system.Conduct quarterly informational staff meetings for all accounts receivable and cash management staff from all college campuses and centers.Oversee development activities related to the class schedule to ensure correct information as related to college billing, FACTS payment, etc.File an annual financial disclosure statement with the Maryland State Ethics CommissionPerforms other related duties as assignedKNOWLEDGE, SKILLS AND ABILITIES

PHYSICAL REQUIREMENTS
Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of the telephone and personal contact as normally defined by the ability to see, read, talk, hear, handle, or feel objects and controls. Physical capability to effectively use and operate various items of office related equipment, such as, but not limited to a, personal computer, calculator, copier, and fax machine. No significant climbing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, and repetitive motions.
