The Prince George's County Department of Family Services is seeking qualified applicants to fill a CINS Clinician/Therapist (Counselor 3G) position, grade G24 in the Children, Youth, and Families Division.

PLEASE NOTE: THIS POSITION IS LIMITED TERM GRANT FUNDED WITH SOME BENEFITS WITHIN THE DEPARMENT OF FAMILY SERVICES.

About the Position:   
This is responsible professional lead and/or supervisory work providing services and assistance to client populations with problems in a range of areas (e.g., substance abuse, emotional, behavioral, or related problems). Responsibilities include: Performs behavioral health assessments, individual and/or family therapy, facilitate parenting and prevention groups, and administrative responsibilities related to COMAR clinical reporting guidelines in the completion of daily activities of the Children, Youth, and Families Division. Incumbents will work in diverse community settings designed to provide a variety of counseling, rehabilitation, and support services. Duties vary greatly, depending on the counseling specialty, which is determined by the setting in which the incumbent will work and the population they serve. Work is performed in accordance with established County, state, Federal policies, procedures, and regulations.  Work performance is evaluated in terms of accuracy, timeliness and quantity of production.

About the Agency:
The Department of Family Services improves the quality of life and overall well-being of the communities by providing information, assistance and referrals, as well as promoting and developing high quality, innovative programs that educate, empower, respect choice and preserve dignity. The department is responsible for providing assistance to some of the County’s most vulnerable citizens – children, families, victims of domestic violence, people with intellectual and developmental disabilities, veterans, and seniors. The department is comprised of three divisions that serve the aging and disabled, victims of domestic violence, as well as children, youth and families in need of support and resources.
  • Counsels individuals, groups, or families to help them understand problems, deal with crisis situations, define goals, and develop realistic action plans.
  • Provides a safe, non-judgmental space for youth/families to address a range of behavioral health i.e., mental and substance use issues they may be experiencing.
  • Collects information about individuals or clients, using interviews, case histories, observational techniques, and other assessment methods.
  • Develops strategies to increase family engagement and support
  • Provides comprehensive supportive services i.e., diagnostic evaluations, create treatment plans, individual/family counseling, parenting, and prevention groups.
  • Provides consulting services, including educational programs, outreach programs, or prevention talks to schools, social service agencies, businesses, or the general public.
  • Interacts with clients to assist them in gaining insight, defining goals, and planning action to achieve effective personal, social, educational, or vocational development and adjustment.
  • Reviews client folders on a periodic basis in order to monitor client progress and to ensure the proper documentation of client treatment plans and progress notes.
  • Reviews, and evaluates the case work of the staff members.
  • Makes recommendations regarding types of education and treatment to be offered based on community needs and agency resources.
  • Conducts presentations to educate agencies, and the community of the Children in Need of Support (CINS) program through outreach events, PSA(s), and technology.
  • Graduation from an accredited college or university with a Master's or Doctoral degree in Social Work, or Psychology Doctoral Level in Counseling, Social Work, or Psychology,  
  • A minimum of 2 years experience providing counseling/therapy. 
CERTIFICATION/LICENSE:
Achieve a passing score on the National Counselors Examination of the National Board for Certified Counselors and the State Law Test; and  A candidate placed in this classification must be licensed as a Graduate Professional Counselor by the Board of Professional Counselors and Therapists. In accordance with Health Occupations Title 17 and Code of Maryland Regulations 10.58.01.09, (Maryland Department of Health General Licensure Information).
 
Must possess one of the following licenses/certifications:
  • LCPC: Licensed Clinical Professional Counselor
  • LGPC: Licensed Graduate Professional Counselor
  • LCADC: Licensed Clinical Alcohol and Drug Counselor
  • LGADC: Licensed Graduate Alcohol and Drug Counselor
  • LCSW-C: Licensed Certified Social Worker-Clinical
  • LCSW: Licensed Certified Social Worker
  • LMSW: Licensed Masters Social Worker
  • LCP: Licensed Clinical Psychologist
Preferred Qualifications:
  • LCSW, LCSW-C, LCP or LCPC and a master's degree in psychology, social work or human services, and two-years’ experience providing therapy.
  • Excellent interpersonal skills.
  • Ability to keep client information confidential.
  • Excellent writing skill and record keeping.
  • Excellent communication skills.
  • Empathy for clients.
  • Previous experience and knowledge facilitating individual and group counseling sessions with creating behavior plans.
  • Extensive experience making recommendations regarding types of education and treatment to be offered based on community needs and agency resources is also preferred.

CONDITIONS OF EMPLOYMENT:  Upon selection, the candidate must:

  • Meet all training and performance standards and demonstrate proficiency as required by the agency.

  • Wear and use agency protective apparel and equipment in the performance of their assigned duties, if applicable.
  • May be required to successfully pass preemployment checks which may include reference checks, background investigations, and drug screenings, where applicable.
  • Essential employees are expected to report during standard or non-standard hours as operations necessitate, or during emergencies. Essential employees are expected to report or remain at work when other County employees are granted Administrative Leave.
  • Possess and maintain a valid driver's license.
  • May be required to work occasionally on some evenings and weekends.
    Counselors typically work in offices. Travel to attend events and visit meeting sites during and after-hours typical office hours may be required.
  • Meet all training and performance standards and demonstrate proficiency as required by the agency.
