The Prince George's County Department of Public Works & Transportation (DPW&T) is currently seeking highly qualified applicants to fill a Construction Manager (Engineer 4G) Grade G31 position in the OEPM - CIP Construction Division

About the Position:  
This is advanced and supervisory level professional and technical position responsible for complex engineering duties requiring the use of a wide range of engineering principles and practices and providing technical support within the Office of Engineering and Project Management (OEPM). Duties require the incumbent to be responsible for engineering and construction management work related to the implementation of the County’s Capital Improvement Program (CIP) in the Office of Engineering and Project Management (OEPM). The position requires technical, budgetary and administrative expertise in the areas of project development, management and implementation of complex construction projects . A Professional Engineer (PE) License is required for this position.

About the Agency:
The Department of Public Works and Transportation (DPW&T) is responsible for nearly 2,000 miles of County-maintained roadways that range from rural to urban classifications. The transportation infrastructure includes 900 bridges, as well as shoulders, sidewalks, curbs/gutters, stormwater management facilities, driveway aprons and nearly 3,000 acres of grassy area -- all of which are maintained by staff of the Department. DPW&T’s workforce keeps the County’s various services moving by performing a myriad of activities which include removing snow and ice from County-maintained roadways, upgrading traffic signals, installing streetlights, clearing fallen trees, unclogging drainage inlets and maintaining stormwater management facilities, as well as performing roadway repairs ranging from potholes and sidewalk trip hazards to bridge repairs and resurfacing projects and more
  • Performs supervisory engineering and construction management work related to the implementation of the County’s Capital Improvement Program (CIP).

  • Reviews construction plans ,research planning and proposed land development projects to ensure project scope is consistent with requirements and specifications.

  • Utilizes design standards to create project concept designs and proposals. Identifies potential issues of concern such as permitting, utility relocation, infrastructure condition and community issues.

  • Oversees the development of technical and contract specifications for assigned projects. Ensures that the specifications are consistent with the technical requirements of the project, county standard specification, state and federal standards for applicable projects and the procurement and legal requirement of the County.

  • Prepares overall project cost estimates for use in the development and monitoring of the Capital Improvement Program.

  • Oversees the development of project cost estimates.  These may include construction cost estimates, estimates for third party actions such as utility relocation or claim or other impact costs. Coordinates construction administration services for each project from the contract award through the construction close out phase.

  • Coordinates construction inspection of CIP projects utilizing consultant inspection and construction management services to ensure quality construction and compliance with the requirements of the approved project documents, plans, applicable standards and the project specifications.

  • Provides constructability review at various stages of project development ,prepares status reports for presentation at Community Meetings, workshops or project information meetings.

  • Performs supervisory project management tasks that involve the coordination of project schedules, budgets, managing and supervising consultants and other staff.

  • Monitors contractor performance and practices to ensure compliance with contract requirements

  • Reviews project budget on a monthly basis and takes action to notify, remedy and adjust the project or budget to meet goal of planned delivery.

  • Coordinates and maintains contact with utility companies, State Highway Administration, DPIE and all other review and permitting agencies to ensure compliance with technical requirements.

  • Develops, reviews and monitors the implementation of complex contractual agreements for A/E design consultants, construction management services and construction contracts.

  • Reviews, evaluates and analyzes technical submittals related to complex designs prepared by the County’s A/E design consultants

  • Evaluates and makes recommendations for the resolution of disputes arising from the performance of the contract.

  • Implements action plan to address special needs or problems, including taking specific actions , documenting the plan and monitoring outcomes.

  • Works with the Division Chief, Contract Administrator or other Senior Manager, consultant, representative of the Office of Law or appropriate resource to work to resolve disputes.

  • Coordinates the submission of annual Financial Disclosure Statement to the Office of Ethics & Accountability (OEA) to monitor and confirm agency compliance.

  • Conducts performance reviews, provides feedback and established objectives, goals and expectations to assigned staff.

  • Represents the Department, Office, and Division at various internal and public meetings, conferences, legal proceedings, and public hearings. Communicates both orally and in writing, including meeting presentations, written reports, and instructions to subordinates;

  • Participates as an essential employee in the Department's Snow and Ice Control Program and other emergency or special activities; and,

  • Performs other tasks and duties assigned, which may not be specifically listed in the position description; however, they are within the general, occupational category and responsibility level typically associated with the employee's class of work.

  • Bachelor's degree from an accredited college or university in Civil, Environmental, Urban, or Engineering.

  • Posses a Professional Engineer (PE) License.

  • Four (4) years of professional experience in the storm drain engineering field,

    •  Including at least two (2) years of lead/supervisory engineering experience.

Preferred Qualifications:

  • A minimum of ten (10) years experience within a civil or environmental engineering or related field.

  • Experience in oversight of engineering design and infrastructure projects.
