The Prince George’s County Department of The Environment is currently seeking qualified applicants to fill a Contract Project Coordinator III, grade A24 position, in the Stormwater Management Division.
About the Position
This is a full performance senior level professional office/field construction management and contract administration type position to monitor and inspect County construction projects, evaluate related construction problems, ensure compliance with plans, specifications, codes, ordinances, and standards governing site development, stormwater management, water quality and environmental restoration projects and expedite the completion of such projects. Assignments require knowledge of construction management, contract administration, utilizing enforcement tools along with reading and interpreting contracts, plans, codes, and specifications for directing others so that compliance is swiftly secured. Assignments require independent and evaluative thinking and the application of a variety of methods and standards. May lead the work of subordinate level employees. Work is performed under the general supervision of a higher-level supervisor and Section Head.
About the Agency
The Department of the Environment works for a healthy, beautiful and sustainable County through programs that provide clean water, flood control, recycling and waste management, litter prevention, sustainable animal management and pet adoption in partnership with residents and other stakeholders. Some of our core services include providing clean water services (Stormwater Management Division); flooding prevention for buildings and structures (Sustainability Division and Stormwater Management Division); collecting, processing and diverting waste from the County-operated landfill, commercial facilities and householders (Resource Recovery Division); providing sustainability services to reduce greenhouse gas and emission (Sustainability Division); and facilitating pet adoptions, managing an animal holding facility, issuing pet licenses, investigating cruelty complaints and conducting humane outreach and education events (Animal Services Division).
- Enforces requirements of the Contract Documents, which include General Conditions, Standard Specifications, Contract Drawings, Bid Specification Manual, permits, as well as state and local codes and ordinances.
- Understands and communicates the plans, specifications, codes and/or standards to contractors, homeowners, and other personnel.
- Monitors projects for compliance.
- Identifies work not meeting the requirements of the contract and notes such issues on correction orders at each site as
they occur and provides copy to contractor. - Provides training to other inspectors as requested/required.
- Performs follow-up inspections and overview of inspections performed by others to determine compliance status and notifies supervisor and Section Head if compliance is not obtained.
- Creates a field file and maintains a copy of all plans, addenda, specifications, and correspondence relating to each project.
- Assists supervisor, Section Head, and/or Design Project Managers in data collection (utility, property, file, research, etc.), recording of easements/agreements in land records, resolving of Office of Law issues, filing for permits for construction, performing field measurements, drafting construction cost estimates, and drafting of scope-of-work for bond default projects.
- Leads constructability reviews and provides comments on plans and specifications prior to project advertisement for bid and reviews projects under construction.
- Provides administration services related to assigned projects.
- Acts as a liaison to the Department and other agencies to address issues that pertain to the section.
- Prepares draft correspondence to the public regarding the results of inspections, status of complaint referral, and outcomes of all drainage complaints.
- Willingly and cooperatively performs tasks and duties which may not be specifically listed in the class specification or position description, but which are within the general occupational category and responsibility level typically associated with the employee's class of work.
- Graduation from college with major course work in structural or civil engineering, environmental engineering, contract administration, construction management, or other fields appropriate to the work.
- Three (3) years of experience in inspection, construction supervision or construction engineering.
- Must possess and maintain a valid driver's license.
Preferred Qualifications
Demonstrated knowledge and experience with Construction Management and Contract Administration.
Demonstrated knowledge and experience with stormwater, water quality restoration, flood control, and site development related construction projects.
Demonstrated knowledge and experience with NPDES MS4 permit requirements.
Good verbal and written communication skills (interaction with supervisors, agencies, organizations, communities, and contractors is required).
Must be competent with use of computers, including Microsoft Office applications such as PowerPoint and Excel.
Must be experienced in hydrologic, hydraulic and water quality best management practices analysis.
Familiarity with Prince George’s County code and Stormwater design manuals, County and Maryland State agency’s role and function with authority for technical approvals and permits.
