The Prince George's County Board of Elections is seeking qualified applicants to fill an Election Judge Coordinator (Administrative Aide IV) vacancy, grade G19, in the Elections Operations Division.

About the Position
This is a highly responsible senior level administrative/secretarial work in which the incumbents apply a broad knowledge of the functions of County government. Work at this level is distinguished from that of the Administrative Aide III by the greater complexity and variety of secretarial, administrative and office management functions. The scope of duties requires a greater degree of independent judgment. Administrative Aide IV's may report to the head of a medium sized department (generally grades ranging from 31 and above), to an important official in the Office of the County Executive or County Council or to a Deputy Director. Incumbents at this level usually receive very general instructions and supervision on most assignments. May coordinate a variety of diverse functions/activities and supervise a small group of clerical employees. Work performance is evaluated in terms of accuracy and timely completion of projects and assignments.

About the Agency
The mission of the Prince George's County Board of Elections is to promote voter education, administer an efficient voting process, maintain an accurate voter registration database, and ensure that elected officials are elected in accordance with Federal, State, and County election laws. The Board of Elections is responsible for the supervision of elections, voter registration and record keeping, and the administration of election laws in Prince George's County, in accordance with The Election Law Article of the Annotated Code of Maryland. The Board and the Election Administrator seek to provide voter registration to every County citizen who wants it. 
  • Supervises election judge recruitment which includes the hiring, training, compensation and retention of 4,000 election judges. 
  • Schedules training and polling place assignments for approximately 240 polling places and 11 Early Voting sites. 
  • Enters personal and confidential data pertaining to election judges into MD Voters.  
  • Prepares curriculum for election judge trainers to ensure that election judges are properly trained on all required aspects of polling place operations. 
  • Trains and schedules the election judge trainers.  
  • Assists with preparation and distribution of Election Day materials. 
  • Proofs data entry of clerical and temporary staff.  
  • Responds to election judge inquiries and complex matters involving election judges. 
  • Manages the student election judge recruitment program. 
  • Provides statistical data and projections regarding recruitment efforts.
  • Responds to inquiries and request from elected officials, municipalities, candidates and the public regarding complex election issues. 
  • Drafts routine letters, memoranda, reports, etc. for management using various software applications. 
  • Conducts analysis of election day information to evaluate the effectiveness of the election judge training program. 
  • Provides information and technical assistance to all county candidates who desire to file for elected public office.  
  • Accepts filings from candidates.  
  • Maintains appropriate records and documents relating to campaign finance reports and candidate filings.  
  • Develops and maintains effective means of communicating with Election Judges via correspondence, e-mail or other electronic means. 
  • Maintains contact with staff at State Board of Elections and other local boards of elections pertaining to Election Judges policies and procedures.
  • Performs other tasks and duties as assigned within responsibility level of this class of work.   
  • Must have experience at the Administrative Aide III level equal to the length of the probationary period OR 
  • Associates degree in Business Administration or Secretarial Science
  • Two (2) years of advanced secretarial/administrative experience which involved working with the public, office management and operational details, and some supervisory responsibilities. 

Applicants must be proficient in typing and shorthand where required. Any equivalent combination of relevant training, education and experience may also be considered. Please note there is no equivalency for supervisory experience. 

Preferred Qualifications
  • Thorough knowledge of modern office management principles and practices.
  • Thorough knowledge of department operating policies/procedures/standards; and the ability to apply them as necessary. 
  • Skill in operating a variety of standard office equipment.
  • Skill in proofreading/checking/comparing/verifying data for accuracy and completeness.
  • Skill in compiling specified data/information from files, office personnel and/or other records.
  • Ability to perform highly responsible administrative/secretarial work under general supervision. 
  • Ability to coordinate activities, special projects and functions for the office. 
  • Ability to plan, assign and review work of subordinate clerical staff. 
  • Ability to take difficult dictation. 
  • Ability to comprehend technical and complex discussion, interpret decisions and actions resulting from these discussions. 
  • Ability to take initiative and exercise independent judgment.

Conditions of Employment:  Upon selection, the candidate must: 

  • Applicants who meet minimum qualifications must pass an administered Administrative Aide exam. Applicants who have previously taken the exam on or after 8/1/2024, and passed, will not be required to re-test; instead, previously test scores will be used to receive the passing disposition.

  • Be a registered voter in the state of Maryland. 

  • Be willing to submit to and pass a criminal background check.

  • Be willing to work during the election cycle which begins three months prior to an election and one month following the election.  Please Note - As an essential employee you WILL NOT be authorized to take leave during an election cycle.  

  • Be willing to work specified weekends and holidays.

  • Meet all training and performance standards and demonstrate proficiency as required by the agency.

  • Wear and use agency protective apparel and equipment in the performance of their assigned duties, if applicable.

  • May be required to successfully pass preemployment checks which may include reference checks, background investigations, and drug screenings, where applicable.
  • Be willing to work as an Essential employee. Due to the nature of the service provided by this agency, all employees are considered essential during an election cycle.  Essential employees are expected to report during standard or non-standard hours as operations necessitate, or during emergencies. Essential employees are expected to report or remain at work when other County employees are granted Administrative Leave.
